<br />Over 70 percent (10,500) of all housing units are owner-occupied. There are <br />approximately 100 mobile homes remaining in Roseville, most of which are at least 20 <br />years in age. Roseville has a higher percentage (68%) of homeowners (single family, <br />townhome, condominiums) than Ramsey County, but the statewide home ownership <br />(especially outstate) rate (75%) and the Metro area home ownership rate (78%) remains <br />higher. Roseville homeowner vacancy rates are similar to those found in the County and <br />the Metro area, with the turnover rate is approximately 3% per year. The City vacancy <br />rate for rental property has reduced from 10% in 1990 to about than 2% in 2000, yet the <br />turn-over rate can be as high as 30% per year particularly as young adults move in and <br />out. (Source: Census 2000) <br /> <br />City code inspectors report more single family homes being occupied as rental units with <br />absentee landlords. <br /> <br />In reviewing Ramsey County tax records it is estimated that over $43 million is <br />needed to make necessary exterior improvements to Roseville single and multi <br />family housing stock over the next 5 years. <br /> <br />. There are 192 single family units under $100,000 in value. Ninety percent of <br />those homes were constructed prior to 1960. Only 10 of the total homes <br />under $100,000 have been remodeled and only 2 of the 10 were remodeled in <br />the last 10 years. At an average $40,000 cost for exterior improvements <br />(roof, windows, siding) there could be a need for over $7 million in <br />improvements to maintain the single family housing stock. <br /> <br />. Roseville has a total of 99 apartment complexes with a total of 5,900 units. <br />Over 85 percent of the complexes were construction prior to 1980 and over <br />70 percent and 2,400 units have a value per unit under $30,000. It is <br />estimated that the average cost per unit for exterior improvements (window, <br />roof, siding, doors) is $15,000. It could cost over $36 million to make the <br />exterior improvements on those units with values less than $30,000 per unit. <br /> <br />. There are approximately 1,900 townhome and condominium units in the City <br />of Roseville. 44 percent of the units are over 30 years old. Many of these <br />units have done some level of remodeling. However, over 28 percent (12 <br />percent of the total) have not made improvements since 1980. These <br />townhome complexes most likely will need to make improvements to <br />maintain their value over the next 5 years. <br /> <br />2 <br />
