<br />8. Required Property Owner Notice: State Law requires published notice in a city's local paper a <br />minimum of 10 days prior to a public hearing. State law also requires notice be mailed to <br />property owners within 350 of the effected property. Both notices are prepared by the City of <br />Roseville; however, the applicant is responsible for providing the City with a certified list, <br />including two sets of mailing address labels of adjacent property owners within 350 feet of the <br />subject property. Applicants have three options available to obtain the <br />certified/abstractor's list. The first option is to request the information from Ramsey <br />County Property Records; the second option is to request the information from a Title <br />Company; or the third option is to request the information from the City. Each option has a <br />specific charge for the list and labels. If selecting the City, the applicant must mark the front <br />of this application and pay the appropriate fee at the time of application submittal. <br /> <br />9. Except as noted, the followilll! information must be submitted with this applications: <br /> <br />A. Narrative: A written narrative, in support of a variance application, in necessary. <br />This narrative should fully explain the "hardship(s)" that justify the departure from <br />the strict application of the Code. The term "hardship" or "undue hardship" <br />typically refers to physical characteristics of the property, such as shape, soil <br />conditions, or extreme topography. Neither mere inconvenience, nor reduction in <br />value alone, is sufficient to justify a variance. The inability to put property to its <br />highest and best use is not considered a hardship or practical difficulty. The <br />problem that justifies the variance must be caused by conditions beyond the control <br />of the applicant. The applicant cannot create the condition that requires the <br />variance. <br /> <br />B. Proposed plans (10 copies) including site plan, landscape plan, grading and drainage <br />plan, and exterior building elevation drawings showing building materials is <br />required. Such drawings shall be 8-1/2 "xlI" or 11 "x17" or PDF digital format. <br /> <br />10. Application Process: A completed application, applicable fee(s), and all accompanying <br />documents are to be submitted for review by the Development Review Committee (DRC). <br /> <br />11. Tentative Action Process: All applications are reviewed by the Development Review <br />Committee for completeness and an applicant is notified in writing by mail, e-mail, or fax within <br />10 calendar days after an application is submitted.
