<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Marian and James KarE have submitted a proposal to construct a porch on to the south and <br />east side of their home. The proposal seeks approval for the allowance of a pre-existing <br />lot coverage overage of 575 square feet and a front yard encroachment of 7 feet 6 inches. <br />4.2 The Korfhome was constructed in 1950 on a 10,006 square foot (77 foot by 128 foot) lot. <br />The home has a foundation size of 1,238 sq. ft.; a driveway of 1,392 sq. ft.; sidewalk of <br />78 sq. ft.; a patio/terrace of 342 sq. ft., and an existing detached accessory building <br />(garage) of 360 sq. ft., all of which adds up to a total existing coverage of 3,581 sq. ft. or <br />35%. <br /> <br />4.3 Under Section 1004.01A6 of the Roseville City Code that Korf parcel is afforded 3,002 <br />square feet of impervious surface coverage. <br /> <br />4.4 The proposed improvement, a porch along the south (front) and west (side) of the home <br />does not increase impervious coverage. The new portion of the home will be constructed <br />where driveway currently lies and the front sidewalk will be removed. <br /> <br />4.5 The Korf's applied for a building permit and during the review of the permit Staff <br />determined (through discussions with the City Attorney) that it could not issue a permit <br />for an improvement that did not meet the City Code, even if the proposed improvement <br />included a net reduction in the non-conformity. <br /> <br />4.6 Variance Conditions Proposed: <br /> <br />SECTION 1004.01A6 Existing Condition Proposed Condition Variance <br /> Requested <br />Lot Covera2;e <br />3,002 SQ. ft./30% 3,581 SQ. ft.l35 % 3,577 SQ. ft./35 % 575 sq. ft./5 % <br />SECTION 1004.01E <br />Predominant Front <br />Yard Setback <br />37 feet 37 feet 29' -6" 7' -6" <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 Section 1004.01A6 reads: "Maximum Total Surface Area: Including detached accessory <br />buildings, principal structures, pavement surfaces (asphalt, concrete and/or brick, stone <br />or other paver), the total impervious surface on a residential lot or parcel shall not <br />exceed 30% of the total lot or parcel size." The Korf parcel is 10,006 square feet in size, <br />affording 3,002 square feet of impervious coverage. Built before the 30% surface <br />coverage requirement, the existing improvements (principal structure - 1,238 sq ft., <br />driveway - 1,392 sq. ft., patio/terrace - 342 sq. ft., and sidewalk -78 sq. ft.) exceed the <br />allowance of the Code by 579 square feet. <br /> <br />PF3508 - ReA 081803 - Page 2 of 5 <br />
