<br /> <br /> <br />November 19,2003 <br /> <br />Mr. Forest Russell <br />Target Corporation <br />1000 Nicollet Mall <br />Minneapolis, MN 55403 <br /> <br />RE: Review ofC011cept pun Applicatio11 Submittal. <br /> <br />Dear Mr. Russell: <br /> <br />On Tuesday, November 18, 2003 the Roseville Development Review Committee met to review <br />the submitted plans for the redevelopment of 1515 County Road B, 2194 State Farm Road, and <br />1500 Commerce Street. The Development Review Committee has determined through its <br />review of the submitted plans and narrative that critical information is absent. thus <br />renderim! the application incomplete. The initial scheduled meeting before the Roseville <br />Planning Commission will be rescheduled upon submittal of additional information and a <br />determination of completion by the City Planner. <br /> <br />The following are the Development Review Committee's comments regarding your <br />"concept" submittal: <br /> <br />. <br /> <br />The Memo of Understanding for both properties must be completed prior to your land use <br />application request being forwarded to or considered by the Planning Commission and <br />should include any request and roles for the City in development, including the vacation <br />and relocation of public right-of-way and utilities. <br /> <br />. <br /> <br />The Community Development Department has not received a letter supporting the <br />redevelopment plan or a completed and signed application from Wellington <br />Management, the co-applicant. This, along with the following requirements must be <br />submitted for the application to be deemed complete. <br /> <br />. <br /> <br />The submittal must incorporate two scenarios into the proposed redevelopment. The first <br />scenario should exclude all barriers (in essence a master plan with no existing issue such <br />as Perkins/Midas), allowing creative design such as State Farm Road to remain and the <br />Super Target to be located adjacent to Snelling Avenue and outlots located along the <br />periphery and on the former State Farm building parcel. The second scenario could be <br />similar to the proposal whereby the Super Target occupies the former State Farm site. <br />However, the main signalized access must be shifted west or relocated completely. <br /> <br />2660 Civic Center Drive .:.
