<br />Community Development Department <br />651-490-2279 . fax: 651-490-2931 <br /> <br />. <br /> <br />The four properties located in the southwest comer adjacent to County Road Band <br />Snelling Avenue and the northern portion of the Har Mar Mall property must be included <br />in any redevelopment plan (scenario 1 and 2). <br /> <br />. <br /> <br />A traffic study is required that provides staff with an understanding of the current traffic <br />generated from the Target/Wellington sites and what the increase will be upon full <br />redevelopment. Full redevelopment includes all proposed retail areas identified on the <br />plans and the two outlots being included in the study. <br /> <br />. <br /> <br />The proposed main vehicle entry (County Road B) has been determined to be <br />unacceptable due to the vehicle/pedestrian conflict created. This is the main pedestrian <br />entry into the Super Target, which access must not share the main vehicle entry. Staff is <br />will be curious to review the traffic consultant findings regarding this design. <br /> <br />. <br /> <br />The proposed plan to vacate and internalize Commerce Street and the frontage road <br />adjacent to Snelling Avenue is unacceptable. Access from at least two of the parcels <br />located in the southwest comer of the site must be provided. This can be accomplished <br />by either keeping Commerce Street and the Frontage Road in its existing configuration; <br />closing it off (vacating the right-of-way) and providing internal access through cross <br />easements to the northern two properties (office and Perkins); or designing a new public <br />road connecting Commerce Street to County Road B. <br /> <br />. <br /> <br />Submittal of a drainage plan that has receivt(Yreview and comment from the Rice Creek <br />Watershed. Said plan should illustrate the necessary storm water management options <br />suggested by Rice Creek. <br /> <br />. <br /> <br />Although the plans indicate that fire access will be maintained during construction of the <br />new Super Target on the former State Farm site, the Roseville Fire Marshall (John <br />Loftus) does not believe that appropriate access to fire connections and emergency <br />existing can be maintained during construction. This issue must be resolved prior to <br />forwarding a recommendation to the Planning Commission. <br /> <br />. <br /> <br />A signage plan must be submitted for review by the City Planner that includes all <br />proposed buildings/uses, prior to a recommendation being forwarded to the Planning <br />Commission. This plan must incorporate any and all pylon/monument signs and <br />anticipated building facade signage if different than the allowance of the Roseville City <br />Code (10% or 200 sq. ft.). <br /> <br />II <br /> <br />Identification of all trash enclosures or their internal location within each building. City <br />Code requires all trash/recycling enclosures to be within a fully enclosed and roofed <br />structure attached to the principal structure (see Section 1011 of the Roseville City Code). <br />
