We have had an opportunity to review your <br />resubmitted plans and have detemlined that they do not adequately address the issues we discussed at <br />our meeting last month. Below is a summary of the concems from my October 24 memo, additional <br />clarification is provided in italics. <br /> <br />+ Final plans should be submitted to Dan Solar, Ramsey County Traffic Engineer, and Marc Goess, <br />East Metro Area Manager for review and approval. Additional right- of- way may be needed for the <br />reconstruction of this intersection, this will be determined when final plans are provided. We <br />provided copies oflhe 11/7/03 submillalfor revieH', and bOlh Ihe Slale and Counly agree Ihallhey <br />do nol adequalezv address Ihese concerns. The Slate, COlllZ(V, and Cil)' are H10rking logether on a <br />project scheduledfor 2007 to reconslruct the intersection with County Road B and Snelling. <br /> <br />+ The Frontage Road connection to County Road B will be closed, reliance on these for access should <br />not be assumed in the development plan. An)' proposed vacation (~lroadway needs to recognize this <br />lin/itation. City streel sections do no permit front end parking on both sides. We can onzv assume <br />that the proposed plans call/hI' the vacation of the east- west seclion of Commerce Street between <br />the Target parking 101 and the Retail A parking lot. 77ze proposed plans cut oIllhe .frontage road <br />businesses lrom public access. <br /> <br />+ Using Mn/DO'r and County Access spacing guidelines, only one full access is permitted between <br />Pascal and Snelling Avenue.
