<br />City of Roseville - City Council Minutes for September 22, 2003 <br /> <br />VII. Land Use <br /> <br />A. Approving Scott Santanni's Request for a Variance and <br />Conditional Use Permit (CUP) at 1019 Sherren Street (PF <br />3512) <br /> <br />Kysylyczyn moved, Klausing seconded adoption of a resolution <br />entitled, "A Resolution Denying the Request by Scott Santanni, <br />1019 Sherren Street, for a Variance to Section 1004.01A5 <br />(Overall Area) of the Roseville City Code (PF 3512);" based on <br />the findings indicated in Section 6.4 of the project report dated <br />September 22, 2003. <br /> <br />Development Director Dennis Welsch reviewed Mr. Santanni's <br />request and purpose to allow for large detached garage, in <br />addition to the existing attached garage on the property. Among <br />other things, Mr. Welsch reviewed the detailed location of <br />property; lot size; proposed accessory square footage would <br />exceed living square footage and therefore would not be in <br />compliance with City code. <br /> <br />Mr. Welsch reviewed Mr. Santanni's original proposal, as well <br />as his revised proposal advising that Mr. Santanni was at the <br />meeting to plead his case before the City Council. <br /> <br />Council questions and discussion included the preferred and <br />allowable square footage for the garage dimensions; hardship <br />considerations and current needs versus those during the time <br />the home was constructed; various alternatives and required <br />Planning Commission action (i.e. Conditional User Permit <br />and/or Variance); impervious surface coverage; and height <br />comparisons. <br /> <br />Scott Santanni, 1019 Sherren Street (Applicant) <br /> <br />Mr. Santanni distributed a letter dated September 16, 2003 as a <br />bench handout and reviewed his request and preferences. <br /> <br />Mr. Santanni stated his need for additional storage space, and <br />his request for a 1,007 square foot detached garage that would <br />require a Conditional Use Permit (CUP). He recounted that his <br />request was prompted by a tree falling on the existing garage. <br />Mr. Santanni proposed creating a drive-through from the <br />existing garage to the new structure for access and for future <br />accommodation. <br /> <br />Mr. Santanni reviewed the staff report, Planning Commission <br />findings and his rationale for the uniqueness of his lot and <br />request; and presented a petition from his neighbors in support <br />of the detached accessory building construction as presented. <br /> <br />Mayor Kysylyczyn complimented Mr. Santanni on his <br />presentation and knowledge of the issues and materials <br />presented. <br /> <br />Council questions and discussion included current needs and <br />future plans; access issues from the existing to the detached <br />garage; screening materials; design of roofing to match existing <br />structures; and materials planned for the surface area between <br /> <br />http://www.ci.roseville.mn.us/counci1/meetings/minutes/2003/mn030922.htm <br /> <br />Page 1 of 3 <br /> <br />Approving Scott <br />Santanni's Request <br />for a Variance and <br />Conditional Use <br />Permit (CUP) at <br />1019 Sherren Street <br /> <br />12/04/2003 <br />
