<br />City of Roseville - City Council Minutes for September 22, 2003 <br /> <br />Page 2 of3 <br /> <br />structures. <br /> <br />Tim Cook, 911 Parker Avenue (neighbor) <br /> <br />Mr. Cook spoke in support of Mr. Santanni's request, <br />recognizing the purpose of the ordinance under ordinary <br />circumstances and the uniqueness of this situation. Mr. Cook <br />opined that the Council needed to consider the options available <br />in attracting younger families into older homes and <br />neighborhoods and encouraging their longevity in the <br />neighborhoods. <br /> <br />Mr. Santanni continued his presentation, stating that he had <br />pride in the home, as it had been built by his grandfather, and <br />he planned to stay in the home, but it needed to accommodate <br />the family's needs. <br /> <br />Renee Santanni, (co-applicant) <br /> <br />Ms. Santanni encouraged Council support of the Variance; <br />rationalizing that if their house was a rambler, it would not have <br />created a problem; that they do plan to build onto the house in <br />the future, which would make it comply with current ordinance, <br />but that additional garage space was a priority now, given the <br />small attached garage in relationship to a majority of today's <br />vehicles. <br /> <br />Councilmember Kough recognized the uniqueness of this <br />property, and opined his lack of support in denying the motion. <br /> <br />Councilmember Klausing recognized the difficulty in making a <br />decision related to this request, in balancing the City's desire to <br />encourage investment in properties, while preserving <br />neighborhood aesthetics. Councilmember Klausing observed <br />that, while he was generally willing to defer to the <br />recommendation of the Planning Commission, he did <br />acknowledge that there's a unique situation on this lot that could <br />support something larger than what code permits. <br /> <br />Council member Maschka sought clarification from Mr. Welsch <br />on square footage issues related to the home's footprint <br />calculation if it were a rambler. <br /> <br />Roll Call <br /> <br />Ayes: None. <br />Nays: Maschka, Klausing, Kough and Kysylyczyn. <br /> <br />Kough moved, Kysylyczyn seconded adoption of a resolution <br />granting building of a 1,007 square foot detached accessory <br />building (garage), requiring both a Conditional Use Permit <br />(CUP) and Variance, at 1019 Sherren Avenue. <br /> <br />Councilmember Klausing spoke against the motion, due to the <br />1,007 square foot size of the garage, seeking consensus for an <br />864 square foot garage that wouldn't require a Conditional Use <br />Permit and wouldn't set a precedent. <br /> <br />http://www.ci.roseville.mn.us/council/meetings/minutes/2003/mn030922.htm <br /> <br />12/04/2003 <br />
