<br />REQUEST FOR PLANNING COMMISSION ACTION <br />DATE: 09/03/03 <br />ITEM NO: 7a <br /> <br />Item Description: <br /> <br />Agenda Section: <br />OTHER BUSINESS <br /> <br />Request by George Reiling, for a SKETCH PLAN REVIEW of a <br />residential development proposal for the property located on 5 acres <br />at the southeast corner of Lexington Avenue and Woodhill Drive <br />(PF 3519). <br /> <br />SUMMARY of REQUEST: <br /> <br />Department Approval: <br />TP/DPW <br /> <br />1.0 <br /> <br />1.1 This is a sketch plan, the first step in a rezoning from a standard residential zone to a <br />Residential Planned Unit Development. After the sketch plan review with the Planning <br />Commission, the applicant will hold an open house meeting with the adjacent <br />neighborhood after the sketch plan review. The applicant will then refine his plans and <br />return to the Commission with a formal request, tentatively in October. <br /> <br />1.2 George Reiling, with architect Tom Dunwell, proposes a market rate apartment and <br />senior rental project that will consist of3 or 4, three and four-story buildings with 96 to <br />132 market rate housing units, including 60 senior units. Mixed-use small shop retail may <br />be included on the lower level of 2 buildings (24,000 s.f. total). Underground and at <br />grade parking will be provided at city prescribed rates or with "proof-of-parking" <br />agreements. The bike shop may (or may not) be involved in the new design. <br /> <br />1.3 It is conceivable that this project may be constructed in phases, with three buildings being <br />done in the first phase and the remainder in the second phase. Based on past project of <br />similar size and scope, this private sector project may be valued at $11 to $14 million. <br /> <br />1.4 For more than 1 0 years, the Comprehensive Plan has designated this site for HDR-High <br />Density Residential. The zoning of the parcel is R-l, Single Family Residence and B-1, <br />Limited Business and B-2 Retail Business. A change in the zoning is necessary to <br />Planned Unit Development (PUD), but an amendment to the Comprehensive Plan is not <br />required. <br /> <br />1.5 The development shows the Reiling parcel, a parcel owned by the City, and a parcel the <br />developer intends to acquire from a neighbor. On this total of 6 acres the developer <br />proposes a Planned Unit Development (PUD) and Subdivision. The Comprehensive <br />Plan's High Density Residential designation allows more than 18 units per acre. (The <br />proposal shows 26 units per acre.) <br /> <br />1.6 The site is within the Grass Lake Watershed and adjacent to a DNR protected portion of <br />Bennett Lake. Both agencies will be requested to review this project. Ramsey County <br />will also be requested to review this project. <br /> <br />1 <br />
