<br />5.11 The service area addition has a footprint of 4,800 square feet and extends off of the north <br />portion of the existing service department. The 60 foot by 80 foot addition proposed a <br />single entry from the north with 8 service bays. An existing overhead and entry/exit door <br />will be removed to create a direct link between the existing service department and the <br />addition. <br /> <br />5.12 The addition is proposed to the same height and the existing structure and constructed <br />with similar materials including integral colored rock faced block. <br /> <br />5.13 The applicant is also proposing to improve portions of the exterior facade that are <br />currently out of compliance with the City Code. This includes the removal of <br />deteriorating wood shingles and refurbishing the mansard roof with a standing seam <br />metal roof system to complement the existing and structure and the new Hummer facility. <br />The applicant will also paint the existing metal wall panels. <br /> <br />5.14 A Hummer test track is proposed adjacent the rear (north) property line, where customers <br />can try out the abilities of the Hummer. This area is 6 to 8 feet below the hotel parking <br />lot to the north, screened by the grades slope. Noise and light in this area adjacent 2 <br />hotels should be minimized. This would include a dustless test track, hours of operation <br />or use limited from 9 a.m. to 8 p.m., screening of vehicle head lights, and minimum track <br />lighting of which (if proposed) must be down cast. <br /> <br />5.15 The proposed improvements require the review and approval of the Rice Creek <br />Watershed and the Public Works Department of the City of Roseville. <br /> <br />5.16 The applicant is proposing to have 2 pylon signs along Perimeter Drive. One located at <br />the comer of Prior Avenue and Perimeter Drive and the other adjacent the western most <br />site entrance, each noting a separate brand (Cadillac/Hummer). A signage plan has not <br />been submitted; however, the property is afforded up to 3 pylon signs due to previously <br />granted variances. Each pylon is limited to a height of 20 feet and 100 square feet. <br />Building signage is limited to 10% of the front fayade of each structure and all other <br />requirements of Section 1009 of the Roseville City Code. Painted wall signs are not <br />allowed. <br /> <br />5.17 Section 1013.01 requires the City to consider the following criteria when reviewing a <br />Conditional Use Permit: <br /> <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />e.
