<br />5.3 The City Planner has reviewed the proposed improvements to the existing <br />Cadillac/Hummer facility and concluded the proposal meets these criteria. Specifically, <br />the construction of a separate Hummer showroom and a service department addition is <br />permitted in a B-3 District by issuance of a Conditional Use Permit. The proposed <br />additions will not create significant additional traffic or the need for additional public <br />facilities. With proper exterior building treatment, drainage, and landscaping, the <br />building will not have an impact on surrounding property or values. There appears to be <br />no impact on general health, safety, and public welfare. In addition, the project complies <br />with the Comprehensive Plan designation as a business use. <br /> <br />5.4 No specific percentage of lot coverage is required. The Rice Creek Watershed reviews <br />business/industrial properties differently that the City Code. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information findings provided in Section 4 and 5 of this project report, the <br />Community Development Staff recommends approval of a CONDITIONAL USE <br />PERMIT to allow the construction of a separate Hummer showroom facility connected <br />by an entryway to the main building, a service area addition, and a Hummer test track for <br />property located at 2325 Prior Avenue, subject to the following conditions: <br /> <br />A. The Hummer showroom facility being limited to a size of71 feet by 142 feet or <br />10,043 square feet. <br /> <br />B. The service department being limited to a size of 60 feet by 80 feet or 4,800 <br />square feet. <br /> <br />c. The Hummer facility being comprised of exposed galvanized metal beams, a <br />metal seamed roof, integral sealed colored rock faced block, clear anodized <br />aluminum door and window frames, and a hammered textured cement foundation, <br />as per the plans submitted on September 4,2003. <br /> <br />D. The service department addition being comprised of integral colored rock faced <br />block that is sealed to match or be similar to the existing exterior. <br /> <br />E. Review and approval of the utility, grading, and storm water drainage plan for the <br />site by the Rice Creek Watershed and the Roseville Public Works Department. <br /> <br />F. Improvements being made to the existing Cadillac exterior within 6 months of the <br />recording of the resolution approving said Conditional Use Permit. Improvement <br />must include the replacement of the deteriorating wood mansard shingle system <br />with a standing seam metal roof system and the upgrade and/or improvement of <br />existing metal panels and columns. <br /> <br />PF3523 - ReA 102003 - Page 5 of 6 <br />
