<br />1 Chair Mulder asked if painted wall sign "Hummer" would not be permitted. He said three things <br />2 are happening: display, service and test track. Are they separate or interrelated. He asked about <br />3 the Interim Use Permit for Oldsmobile storage. What has changed to allow for the test track? <br />4 <br />5 Member Bakeman asked where the test track is located (north property line). <br />6 <br />7 Member Traynor asked about the height of the building - is it too tall? what is the actual <br />8 height? (36 feet) <br />9 <br />10 Phillip Walberg, architect for applicant, explained the design details. It will incorporate an image <br />11 for Hummer, using the same site and with little alteration of the site. There will be a link between <br />12 the two showrooms. Construction would begin in spring 2004, so a six month period for issuance <br />13 of the building permits may be needed. <br />14 <br />15 Chairman Mulder asked about the Interim Use Permit for Oldsmobile storage (Olds have been <br />16 moved). <br />17 <br />18 Member Ipsen asked how many Hummers would be stored indoors (4-5). <br />19 <br />20 Member Bakeman asked for building heights (35 feet). <br />21 <br />22 Member Mulder noted that trees were on the boulevard at one time. Thomas Paschke explained <br />23 that landscaping requirements are complete with more landscaping on Pascal. <br />24 <br />25 Chair Mulder explained concern with materials and test track. A hotel is adjacent to this site. Is <br />26 the Hummer loud? (Same as on road). <br />27 <br />28 Phillip Wallberg explained the obstacle test track, climbing up a short wall or boulder. <br />29 <br />30 Member Stone asked what the maximum speed on the test track is (5-10 mph). What is the <br />31 operation standard? (An employee will accompany a test driver). The test track is 6 to 8 feet <br />32 lower than the Super 8 Motel parking lot. <br />33 <br />34 Member Bakeman asked for details (dimensions) of the track. Not available at this time, but a <br />35 one-way street. Is there a setback?(minimum 5 feet). <br />36 <br />37 Chairman Mulder asked about width, depth, length of track. <br />38 <br />39 Member Stone said the test track is for slow learning. Has this been done elsewhere in the <br />40 community? (no) What is the lighting standard for this area (parking lot lighting). <br />41 <br />42 Member Peper noted that Highway 36 already has much noise. <br />43 <br />44 Member Ipsen asked if Super 8 has been notified (notified, but no comments received). <br />45 <br />46 Bill Sievers, construction supervisor, explained the test track is 10 to 15 feet wide and will be <br />47 used for learning. There will be little impact on the Super 8 because of the hillside. Screening <br />48 materials are not known at this time. <br />49 <br />50 Motion: Member Peper moved, seconded by Member Bakeman, to recommend approval of a <br />51 CONDITIONAL USE PERMIT based on the findings of Section 5 and conditions of Section 6 of <br />
