<br />1 Extract of Draft Minutes fr.om the Planning Commission meeting of October 1, 2003: <br />2 <br />3 d. Plannin1! File 3523: Request by Wally McCarthy Auto Group, 2325 Prior Avenue, <br />4 for an amendment to a SPECIAL USE PERMIT (now referred to as a CONDITIONAL <br />5 USE PERMIT) in accordance with Section 1005.05C17 and Section 1013.01 <br />6 (Conditional Use Permits) of the Roseville City Code (PF3523). <br />7 <br />8 Chairman Mulder opened the hearing and requested City Planning Thomas Paschke to present <br />9 verbal summary of the staff report dated September 3,2003. <br />10 <br />11 City Planner Thomas Paschke explained that Wally McCarthy Auto Group (Cadillac/Hummer of <br />12 Roseville) seek to amend an existing Special Use Permit that would allow the replacement of the <br />13 roofed, open air vehicle sales area with a 10,043 sq. ft. Hummer dealership; approval of a 4,800 <br />14 sq. ft. addition to the service structure; and allowance of a Hummer test track in the rear of the <br />15 site. <br />16 <br />17 There were no comments from the public. <br />18 <br />19 Mr. Paschke advised that based on the information and findings provided in Section 4 and 5 of <br />20 the project report dated October 1,2003, the Community Development Staff recommends <br />21 approval of a CONDITIONAL USE PERMIT to allow the construction of a separate Hummer <br />22 showroom facility, a service area addition, and a Hummer test track for property located at 2325 <br />23 Prior Avenue, subject to the following conditions: <br />24 <br />25 a. The Hummer showroom facility being limited to a size of 71 feet by 142 feet or <br />26 10,043 square feet. <br />27 b. The service department being limited to a size of 60 feet by 80 feet or 4,800 square <br />28 feet. <br />29 c. The Hummer facility being comprised of exposed galvanized metal beams, a metal <br />30 seamed roof, integral sealed colored rock faced block, clear anodized aluminum door <br />31 and window frames, and a hammered textured cement foundation, as per the plans <br />32 submitted on September 4,2003. <br />33 d. The service department addition being comprised of integral colored rock faced block <br />34 that is sealed to match or be similar to the existing exterior. <br />35 e. Review and approval of the utility, grading, and storm water drainage plan for the <br />36 site by the Rice Creek Watershed and the Roseville Public Works Department. <br />37 f. Building permit improvements be made to the existing Cadillac exterior as the same <br />38 time as the Hummer; issuance for and recording of the resolution approving said <br />39 Conditional Use Permit. Improvement must include the replacement of the <br />40 deteriorating wood mansard shingle system with a standing seam metal roof system <br />41 and the upgrade and/or improvement of existing metal panels and columns. <br />42 g. The Hummer showroom structure being limited to a maximum height of 38 feet from <br />43 grade. <br />44 h. The submittal of a site and building signage plan to the City Planner for review, <br />45 approval, and incorporation in the final plan set. <br />46 1. The Hummer test track being a dustless surface; limited to the hours of 9 a.m. to 8 <br />47 p.m. Monday through Sunday; screening of vehicle headlights from adjacent hotels; <br />48 and any and all site lighting being down case, cut-off design. <br />49 <br />50 Chair Mulder closed the public hearing. <br />51 <br />
