<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Wally McCarthy Auto Group, through their Roseville CadillaclHummer dealership, has <br />requested approval of a Conditional Use Permit to amend a previously approved Special Use <br />Permit that would allow the construction of a 10,043 sq. ft. Hummer showroom - a structure <br />that replaces the existing roofed, open aired auto sales area; construction of a 4,800 sq. ft. <br />service area addition on to the north side of the existing service department; and a future <br />Hummer test track adjacent the north property line. The proposal also seeks approval of <br />exterior facade improvements to the existing Cadillac showroom that comply with the Roseville <br />City Code. <br /> <br />SITE APPROVAL mSTORY: <br /> <br />· October 2, 1972, Long Cadillac received approval for rezoning from BIB to B3; a <br />Special Use Permit; and a parking variance for a new car and used car dealership at <br />2325 Prior Avenue. <br /> <br />· June 10, 1974, received approval for a variance pertaining to the number of pylon signs <br />(from one to two) on the premises. <br /> <br />· December 13, 1976, received approval to subdivide certain property contiguous to <br />2325 Prior Avenue. <br /> <br />· December 4, 1978, received approval to rezone property directly west (1965 STH 36) <br />from BIB to B3. <br /> <br />· February 10, 1987, received approval for a variance to allow an additional pylon sign <br />(three) on the premises, 2325 Prior Avenue. <br /> <br />· In 1996 received a variance for front yard parking on the premises, 2325 Prior Avenue. <br /> <br />4.2 The CadillaclHummer parcel has a Comprehensive Land Use Plan designation of"B, Business <br />and the property is zoned B-3, General Business District. <br /> <br />4.3 Section 1005.05C17 reads: "Motor Vehicle Dealers: This provision authorizes the sale of new <br />motor vehicles by a motor vehicle dealer and the sale of used motor vehicles by a motor vehicle <br />dealer but only in conjunction with sales of new motor vehicles." <br /> <br />4.4 The Community Development Department determined that the proposed improvements require <br />an amendment to the previously approved Special Use Permit. <br /> <br />PF3523 - RPCA 100103 - Page 20f6 <br />
