Dwinell, Community Planner

CASE NUMBER: 712-71

AI-'PI.ICANT: Long Cadillac

LOCATiON: 2325 Prior Avenue

ACTION REQUEST: Rezoning from B-1 B to B-3, Special Use Permit and Variance
to Parking' .

PLANNING CONSIDERATIONS

~

1.

The property in question is presently zoned B-1El, Limited Retail Business, and
it consist of approximately 5.5 + acres. The applicant is seekirg a change of
zoning from B-1 B to B-3, Gene;-al Business, a special use p,errr,it for an auto-
mobile dealersh ip, and a variance from the parking requireml:lnt.

2. The Comprehensive Plan sU8gests that the property in que~tion be developed as
limited retail business. The applicant is seeking a change in zoning because an
automobile dealership i~ allowed under the B-3 DistricT with a special use permit.
Generally speaking, the property in question and the surrounding area have been
devek:.ped with the inter-tion of providing a "select" area for specialized retail
acthity.

3. The usual stero-type of an automobile dealership incorporates images of banners,
pendants, large signs and other "loud" promotional activities. The applicant
has taken the position that a Cadillac Dealership is not the ordinary automobile
dealership. The Cadillac Dealership does not utilize the ordinary outdoor
promotional activities. Also, the Cadillac Dealership is less dependent upon
the solp. of lJsed cars as a major part of their business. Therefore, the site plan
of a CadillCic Agency does not utilize an extensive used car lot.

4.

The proposed site plan restricts used car sales to a partially enclosed sales area
directly adjacent to the new car showroom. The enclosed area is architecturally
treated to blend in with the principal structure. No used cars are parked or
located within the front yard of the property. The PI'oposed landscaping tJlon
is adequate. However, I would recommend a larger :iize of planting materials,
2 1/2 inch - 3 inch caliber.

e
