<br />6.2 In his updated report dated January 7, 2004, Glen Van Wormer estimates that the <br />proposed liquor store will increase traffic on average 30 vehicles a day. Currently the <br />traffic counts for Lexington Avenue and County Road Bare 16,000 ADT and 9,000 ADT <br />respectively. According to Ramsey County 2020 projections traffic on these streets will <br />be 17,000 and 10,000 ADT respectively. This low growth projection was a result of <br />reviewing where future development could be located along Lexington A venue - very <br />little space was found. Recognizing the existing and proposed traffic volumes on the <br />adjacent County Roads, the proposed liquor store additional traffic will not significantly <br />impact the operation of these streets or this intersection. <br /> <br />6.3 There is language in the Comprehensive Plan that states "For developed areas, assume <br />that the minimum acceptable LOS is "C". This is in reference to roadway capacities, not <br />intersection operation. An operation of LOS "D" for an intersection is an acceptable <br />level of service. Currently the County Road B and Lexington intersection operates at a <br />Level of Service "D" during the pm peak hour. The additional traffic will not <br />significantly change this operation level. <br /> <br />7.0 STAFF RECOMMENDATION (to Planning Commission on 01107/4 <br /> <br />7.1 Based on the infol111ation provided and the findings in Section 5 of this project report, <br />and the analysis provided by SEH Consultants, the Community Development Staff <br />recommends approval of a CONDITIONAL USE PERMIT in accordance with Section <br />1005.04C17 and 10B.01D of the Roseville City Code to allow the 2,200 sq. ft. area <br />within the convenience store to provide off-sale liquor sales with separated area and a <br />stand-alone entrance at 2172 Lexington Avenue, subject to the following conditions: <br /> <br />A. The off-sale liquor portion of the convenience store being limited to a size of <br />2,200 square feet. <br /> <br />B. The separate liquor store entrance must be from the east side of the building. <br /> <br />C. The parking and island area located on the south side of the structure must be <br />modified so that all stalls face north (as per Consultant's report of December 18, <br />2003). <br /> <br />D. The review and approval of a building permit for renovations must be consistent <br />with the approved conditional use permit plans. <br /> <br />E. Because this store is adjacent to existing residential development, hours of <br />operation and delivery being limited to standard hours of "stand alone" liquor <br />store operations, with the liquor store closing by 8 pm.
