Roseville residential properties in general have not increased at the same rate as
second and third ring suburbs.

e. Impact on the general public health, safety and welfare:

Use of the SuperAmerica site as an off-sale liquor store will not have an impact
on the general health, safety, and welfare of neighboring residents and land
owners. The Community Development Department has concluded that the
impression that this liquor store will create added crime, public drunkenness, and
pedestrian conflict with impaired drivers cannot be reasonably validated. There
are no reports or existing crime statistics from this site or other off-sale liquor
sites.

Based on this, staff concludes that this added new use and 30 new vehicles/60
additional trips (see Consultant's memo dated 1/7.04) will not impact the
general public health, safety and welfare of the surrounding neighborhood, nor
the City of Roseville.

f. Compatibility with the City's Comprehensive Plan:

Use of the SuperAmerica site as an off-sale liquor store is compatible with the
Roseville Comprehensive Plan. Specifically, the Roseville Comprehensive Land
Use Plan identifies this site as "Business" use which an off-sale liquor store is an
appropriate use. Further, the Comprehensive Plan does not specifically limit this
site to limited types of business, commercial, or retail uses.

6.0 ADDITIONAL STAFF COMMENT (after January 7,2003 PC meeting):

6.1 The Roseville Planning Commission expressed a concern over the number of traffic
accidents and the potential for increased accidents at driveways and/or intersections at or
near SuperAmerica due to the increase in traffic caused by the addition of an off-sale
liquor store. Prior to the creation of the Planning Commission's project report, staff was
aware that accidents occur in the area, especially at the intersection of Lexington Avenue
and County Road B. However, staff was unable to conclude that the potential increase in
traffic, specifically peak hour traffic, would contribute to additional accidents on the
SuperAmerica site or along the adjacent roadway system. The Police Department
compiled a 5 year account of all traffic accidents (incident report) that have occurred in
the general vicinity of SuperAmerica. This information indicates: no accidents at TCF
and Lexington Avenue; 4 accidents at SuperAmerica on Lexington Avenue; 21 accidents
on Lexington Avenue at County Road B; 66 accidents on County Road B at Lexington
Avenue; 6 accidents on Sandhurst at Lexington A venue; and 3 accidents on Lexington
A venue at Sandhurst.

PF3524 - ReA 012604 - Page 5 of 14
