Jeff Cruz, Meadow View Homes, has prepared a <br />5 redevelopment proposal for the property at 2550 Hamline Avenue that would create eight one- <br />6 level town home units. The proposed project requires approval of a Comprehensive Plan <br />7 Amendment, a Subdivision Plat, and a Planned Unit Development. <br />8 <br /> <br />9 The 62,480 sq. ft. (1.43 acre) parcel included an aging home, which was removed last year <br />10 shortly after Mr. Cruz purchased the property. Since that date, Mr. Cruz has met with the <br />11 Development Review Committee (DRC) and the City Planner to review his redevelopment <br />12 intentions. <br />13 <br /> <br />14 The proposal includes four structures of two units (eight total units) that would be constructed on <br />15 the parcel (this proposal is approximately 5.5 units per acre). Access would be via a private road <br />16 (24 feet wide) from Oakcrest Avenue. Units would include two stall garages facing the access <br />17 road, except for the center four units, where the garages would face in a north/south direction. <br />18 The proposed town homes are a rambler design with a full basement and approximately 1,620 sq. <br />19 ft. on each floor. <br />20 <br />21 Greg Stull, Meadowbrook Homes, illustrated one story floor plan and front elevation. Driveways <br />22 and garages set in opposite directions to conceal. Meadow View Homes will market to empty <br />23 nesters. <br />24 <br />25 Chair Traynor asked for details of materials. The buildings will be custom built with full <br />26 basements. The exterior will be brick, stone and vinyl siding. Total square footage will be 3,000 <br />27 to 3,200 sq. ft. There will be a home owners association. <br />28 <br />29 Mr. Stull indicated that a neighborhood meeting will be held prior to concept consideration by the <br />30 Commission. <br />31 <br />32 Chair Traynor noted the need for one level empty nester housing. The City attempts to find life <br />33 cycle housing choices. Density change is modest and will not change character of neighborhood. <br />34 <br />35 Member Blank and Member Peper supported the garage and design alternatives. <br />36 <br />37 No further comments. <br />38 <br />39 Mr. Paschke explained the need to complete a Comprehensive Plan amendment, a rezoning, a <br />40 PUD, a subdivision. <br />41 <br />42 Member Bakeman stated she was in favor of amending the Comprehensive Plan but encouraged <br />43 neighborhood meetings.
