File 3539: Request by the City of Roseville to rezone all park land from their <br />current designations ofR-l,Single Family, R-3A, Multiple Family Residence District,B-l <br />Limited Business District, PUD Planned Unit Development District, 1-1 Light Industrial <br />District and 1-2 General Industrial District to POS, Public Park and Open Space District. <br /> <br />Chair Traynor opened the hearing and requested Dennis Welsch to present verbal summary of the <br />staff report dated January 7,2004. <br /> <br />In July and August of2003, the City held public hearings/readings and created a new zoning <br />district called "Public Park and Open Space" or "POS". The original request came with the Vista <br />2000 report and has been carried forward within the amendments to the Comprehensive Plan and <br />the Park Systems Plan. The Park and Recreation Commission have endorsed this concept. <br /> <br />Within Roseville there are nearly 1,200 acres of some type of park and recreation or open space <br />use. The City has 657 acres of parks as well as the Cedarholm Golf Course (26 acres). The <br />County has the majority of the remaining publicly-owned uses such as beaches (18 acres) and <br />open spaces (133 acres). The other large open space is the privately-owned Midland Hills Golf <br />Course at 160 acres which is excluded from this amendment. The "POS" district was established <br />as a means of clarifying and protecting lands actually located within City and County Park and <br />open spaces. Uses allowed within this "POS" district are public park uses and buildings and those <br />uses within the adopted master plan for the site within the Parks System Plan <br /> <br />Parks and Recreation Director, Lonnie Brokke, answered questions. <br /> <br />A general discussion ensued. There was no further public comment. <br /> <br />Chair Traynor closed the hearing. <br /> <br />Motion: Member Bakeman moved, seconded by Member Peper, to recommend approve of the <br />amendment to the official City of Roseville zoning map, designating city and county park and <br />open space parcels as listed by parcel identification number and on the attached map, as "POS", <br />part of the Public Park and Open Space zone within the City of Roseville City Code Chapter <br />1004, Section 1004.11. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried 6-0. <br /> <br />9.
