<br />f. that the proposed project is not compatible with the City's Comprehensive <br />Plan for the following reasons: The data, relating to use and traffic counts, is <br />inconsistent between experts. Accordingly, the proposed use and impacts are <br />inconsistent with the comprehensive plan.
