<br />1 planning commission and city council shall consider the following criteria to detennine the impact of the <br />2 proposed outside display on the site, adjacent properties and the community as a whole: <br />3 a. The amount of outside sales area compared to the amount of inside sales space. <br />4 b. Location of the outside sales area and the extent it encroaches on required setbacks. <br />5 C. Impact on traffic pedestrian circulation, and emergency response on the site. <br />6 d. Impact on parking on the site. <br />7 e. The height of merchandise displays. <br />8 f. The hours in which merchandise is displayed. <br />9 g. The type of merchandise to be displayed. <br />10 5. The issuance of a conditional use permit for the outside display of merchandise shall not cause <br />11 nonconforming sites to be brought into conformance with all code requirements, or the dedication of street <br />12 rights of way. Process And Equipment Limitations: Processes and equipment employed and goods processed or sold shall <br />14 be limited to those which are not objectionable by reason of odor, dust, smoke, cinders, gas, noise, <br />15 vibration, refuse matter or water-carried waste. <br />16 G J. Buffer Zone Between Business And Residence District: Where a business district abuts a residence district, <br />17 any new development shall include a landscaped buffer zone. There shall be a protective strip of land not <br />18 less than ten feet (10') in width. This protective strip shall contain no structures, shall not be used for <br />19 parking, off-street loading or storage. The landscape treatment shall include a compact screen wall or fence <br />20 but shall not extend within fifteen feet (15') of the street right of way. The planting or fence design must be <br />21 approved by the Community Development Director or designee as being in harmony with a residential <br />22 neighborhood and providing sufficient screening of the commercial area. The hedge or fence shall be no <br />23 less than six feet (6') nor more than eight feet (8') in height. (Ord. 275, 5-12-1959) <br />24 H.J. Night Watchman Residences Office: A night watchman office is allowed as an accessory use in all business <br />25 districts. (Ord. 997, 5-12-1986) <br />26 <br />27 I. Accessory Buildings Prohibited.
