Excerpt from Dec. 3, 2003 Planning Commission Minutes

7d. Plannin2: File 3528: Revisions to City Code Section 1006 (Shopping Centers).

Chair Mulder opened the hearing and requested Community Development Director Dennis Welsch to present verbal
summary of the staff report dated December 3, 2003 . Welsch reviewed comments received by the Commission from
the November 5, 2003 meeting and explained how staff and city attorney had added new wording to solve the
Commission concerns.

Cindy Ridge, 1464 Eldridge, stated there are additional needs similar to Har-Mar (restricted delivery vehicles).
Delivery vehicles are currently parking and delivery on the site (what could be added?). Delivery trucks enter the site
at 6:30 a.m. instead of7:00 a.m. Signage at the Har-Mar should restrict trucks to not deliver on the site. Chair Mulder
asked if24 hour gas stations are included (No, unless in a shopping center district). Thomas Paschke noted no other
district has these provisions. Thomas Paschke said vehicles could be parked along Snelling Avenue (not adjacent to
docks and residential areas). Staff will follow up on the Har-Mar violations.

Chair Mulder closed the hearing.

Motion: Member Bakeman moved, seconded by Member Stone, to recommend approval of the amendments to
City Code Title 10, Chapter 1006, and Sections 1006.01 through 1006.05, with change to "Unit(s)".

Ayes: 7
Nays: 0
Motion carried.

3
