<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />Department Approval: <br />DPW/TP <br />Item Description: <br /> <br />DATE: 12/03/03 <br />ITEM NO: 7d <br />Agenda Section: <br />PUBUCHEARING <br />Amendment to text of Shopping Center Zoning Districts within City Code Section <br />1006 (PF3528) (Continued from November 5, 2003) <br /> <br />1.0 BACKGROUND: <br /> <br />1.1 The Planning Commission, Council and staff have been completing a systematic rewrite of outdated <br />portions of the City Code for three past three years. Attached is the draft of an ordinance which would <br />modify the Shopping Center Zoning District language and format. The new format consolidates the <br />dimensional requirements on one page and also consolidates the land uses allowed in each district into <br />one standard chart, similar to the work that was done earlier for the Residential Zoning Text. Staff has <br />reviewed this document and changes in the past two years with the Chamber of Commerce and <br />representatives from the shopping centers in the area, who are interested in seeing the language updated <br />to record that their properties are legally conforming uses and structures. <br /> <br />1.2 One of the obvious amendment advantages is that it reduces the repetitiveness of the Shopping Center <br />Zoning text by consolidation. In addition, it allows users to view a comparison of what other business (B- <br />1 through B-6) districts uses might be allowed (or prohibited). No significant changes have been made to <br />the dimensional requirements have been made. <br /> <br />1.3 This amendment, to Sections 1006.01 through 1006.05, if passed, would eliminate duplicated text in this <br />section ofthe code. It would also refine some of the land uses permitted by being more specific than <br />simply stating that uses allowed in a B-2 district are allowed in a shopping center district. <br /> <br />1.4 Lot coverage has been eliminated in this proposal. Floor area ratio has been changed to "1.0", which is <br />equivalent to the B-3 zone. Building height is clarified as 3 stories above the main level entry or 35 feet, <br />except as approved in a master plan or a PUD.
