REQUEST FOR COUNCIL ACTION Department Approval: DP D Item Description: DATE: 01/26/04 ITEM NO: 3.9 Agenda Section: CO SENT Adoption of Annual (2003) Comprehensive Plan, and Plan Maps, and Zoning Map Revisions (PF3533) 1.0 BACKGROUND 1.1 Each year in December/January the Roseville Planning Commission and City Council affirm the Comprehensive Plan changes that have occurred during the previous year. (The Comprehensive Plan was rewritten and adopted in September 1994.) During the year, public hearings are held on all plan changes before the Commission and Council approve them. Most amendments (see examples below) are then sent to the Metropolitan Council for their review, comment, and approval. 1.2 In order to keep track of amendments to the Plan, the Planning Commission has annually scheduled the affirmation of the changes and inclusion of the changes on an addenda sheet in the front of the plan. This year the Planning Commission's public hearing on the changes that have occurred during 2003 occurred on November 5, 2003 and continued to the hearing at the December 3,2003 meeting. The most significant change this year was the creation of amore up-to-date housing policy and implementation plan by the BRA, which was then submitted to the planning Commission and Council for approval during the summer and fall. All the modifications that have occurred in 2003 or are currently being considered for revision have been reviewed by the Commission. These changes and revision to all maps were distributed at the Planning Commission's December meeting. 1.3 Starting in 2004, the staff proposes to update the Plan on a bi-annual basis, meaning the next major revision to the Comprehensive Plan will be done in the fall of2005. This change from our current annual update is due mainly to the staff time required to undertake the updates and distribute the changes to outside agencies. 2.0 COMPREHENSIVE PLAN REVISIONS -A chart of the entire plan, sections, and appendices is incorporated in the front of the Plan. Changes for 2003 are shown in red. 2.1 Executive Summary: This section provides a introduction to each section ofthe Plan as well as background on Roseville from a historical and physical perspective. In addition, we review the City based on development trends and issues. This section is updated to incorporate any new statistics or major changes in Plan content from the previous update. 1
