<br />2.2 Section 1 - The Plan and the Updating Process: New information explaining the Plan and its <br />consistency with the revised Met Council Regional Plan. <br /> <br />2.3 Section 2 - The Land and its People: No significant changes to this section in 2003. <br /> <br />2.4 Section 3 - Goals & Policies: Minor changes in the goals & policy section will occur to be <br />consistent with recent neighborhood master plans as well as the revised Met Council Regional <br />Plan and alignment with the 35W Coalition's strategic planning principles. <br /> <br />2..5 Section 4 - Land Use Planning District: The Zoning Map will be updated to illustrate all land <br />use zoning designations based on City approvals to the first quarter of 2004 including a <br />spreadsheet breakdown of each designation by area and percent of total city land area. <br /> <br />The Existing Land Use Map will be updated to illustrate all existing land uses, including a <br />spreadsheet breakdown of each designation by area and percent of total City land area as of <br />December 31, 2003. <br /> <br />The Comprehensive Plan Future Land Use Map will be updated to illustrate all future land use <br />designations based on City approvals to December 31, 2003 including a spreadsheet breakdown of <br />each designation by area and percent of total city land area. <br /> <br />The change that occurred in this section is for Planning District 11 regarding United Properties in <br />cooperation with Midland Hills Country Club (southern portion ofthe Midland Hills Country <br />Club) amending the land use designation from Low Density Residential (LR) to Medium Density <br />Residential (MR) and from Golf Course (GC) to High Density Residential (HR). <br /> <br />2.6 Section 5 - Transportation: No major changes to this section of the Plan for 2003. <br /> <br />2.7 Section 6 - Housing & Neighborhood Plans: The City continued its contract with the Housing <br />Resource Center (HRC) in 2003 through the 1-35W Coalition. This contract affords residential <br />property owners an opportunity to seek information regarding home improvements and financial <br />assistance. The new housing plan and demographic data will be added as well as details relating <br />to the City Housing Redevelopment Authority (HRA) which was established during 2002. <br /> <br />2.8 Section 7 - Economic & Redevelopment Plans: This section will contain building permit <br />activity for the Year 2003. However, this information will not be available until late January <br />2004. Also contained in this section are a number of redevelopment projects. Listed below is a <br />progress report of those projects: <br /> <br />. Twin Lakes: The approved comprehensive plan amendment for Twin Lakes continues to be a <br />focal point for the community. The implementation of the US EP A grant and Metropolitan <br />Council planning grant allowed additional regional ground water study - which has been 80% <br />completed, financial evaluation, refined vision and design plans and Twin Lakes parkway <br />appraisals. Staff and Council began review of the first redevelopment plan within the Twin <br />Lakes Business Park since the updated master plan was approved in 2001. The review began in <br />2002 and continued during 2003. <br /> <br />2.9 Section 8 - Environmental Protection: The Comprehensive Surface Water Management Plan is <br />finalized and is awaiting outside agency approval. <br /> <br />2 <br />
