Are there other issues to which changes should be considered (e.g. housing conditions, <br />water quality improvements, storm water storage or diversion, business hours of <br />operation, noise restrictions, traffic lights, open spaces and parks, controlled access <br />points, location of access points, etc.)? <br /> <br />. Should there be a change in Comprehensive Plan and/or the City Zoning Map in or near <br />the Guptil site at 185 McCarrons Boulevard (and perhaps in the nearby neighborhood), <br />and, if so, why and to what other uses? What is the future plan for the Galilee Church <br />and the Armory as they relate to the Guptil site and surrounding reighborhood? <br /> <br />. What role does the developer, the HRA, public and private sector, church and school, <br />play in improving or changing the neighborhood? How should Roseville's efforts along <br />the south Rice Street corridor (south of Highway 36) be coordinated with Maplewood, <br />the County and State? <br /> <br />. What role should the Capitol Region Watershed play? Should the DNR and the County <br />be asked to participate based on their jurisdiction on McCarrons Lake and the County <br />Park, respectively? <br /> <br />. What public "experts" are available to help with the study? <br /> <br />The study process will access and utilize the resources of the Roseville Community Development, the <br />HRA, and Roseville Public Works Departments and other agencies as part of the fact finding mission. <br />The study may involve other members of the neighborhood for information, subgroups, and other work <br />teams as needed. <br /> <br />REPORT AND TIMELINE <br /> <br />The study is estimated to take four months. The study, once approved by the HRA, could begin in <br />early October and end in late January. At least two neighborhood meetings will be held between <br />October and December with a final presentation to the McCarrons Neighborhood Association, the <br />HRA, Planning Commission and City Council tentatively scheduled for February or March, 2004. The <br />study could eventually produce a formal amendment to the City Comprehensive Plan and/or a change in <br />wrung. <br /> <br />4 <br />
