The study would explore the following interrelated issues: <br /> <br />. What is the current "body of knowledge" regarding the water, traffic, and land use <br />problems that can be offered to residents and the City? (It is not anticipated that a <br />"new" body of research will be compiled by outside experts without HRA approval.) <br /> <br />1. What are the positive features of the neighborhood? Has property in the <br />neighborhood been growing in value at the same rate as others in Roseville? What <br />are the housing types, values, and needs in the area? What is the condition of <br />existing housing including single family, multi- family owned and rented properties. <br /> <br />2. Future land use (what are appropriate short and long term land uses within and <br />adjacent to the neighborhood). <br /> <br />3. Demographics - who lives and works here now and what can be projected for the <br />future? <br /> <br />4. Traffic issues (especially access and road capacity). <br /> <br />5. Environmental regulations (e.g. storm water and subsurface water quality and <br />quantity, noise, air quality, etc.) What role does the Capitol Region Watershed play <br />in the neighborhood? <br /> <br />6. Rights and responsibilities (e.g. property owners, developers, City, HRA, County, <br />etc.). <br /> <br />7. Future of the Armory and many commercial sites on Rice Street. <br /> <br />8. What role do the churches and the Roseville School District play in the <br />neighborhood? <br /> <br />9. What role can be played by the HRA? What roles can the Planning Commission <br />play? <br /> <br />3 <br />
