Are there other issues to which changes should be considered (e.g. housing <br />conditions, water quality improvements, storm water storage or diversion, <br />business hours of operation, noise restrictions, traffic lights, open spaces and <br />parks, controlled access points, location of access points, etc.)? <br /> <br />. Should there be a change in Comprehensive Plan and/or the City Zoning Map in <br />or near the Guptil site at 185 McCarrons Boulevard (and perhaps in the nearby <br />neighborhood), and, if so, why and to what other uses? What is the future plan for <br />the Galilee Church and the Armory as they relate to the Guptil site and <br />surrounding neighborhood? <br /> <br />. What role does the developer, the HRA, public and private sector, church and <br />school, play in improving or changing the neighborhood? How should <br />Roseville's efforts along the south Rice Street corridor (south of Highway 36) be <br />coordinated with Maplewood, the County and State? <br /> <br />. What role should the Capitol Region Watershed play? Should the DNR and the <br />County be asked to participate based on their jurisdiction on McCarrons Lake and <br />the County Park, respectively? <br /> <br />. What public "experts" are available to help with the study? <br /> <br />The study process will access and utilize the resources of the Roseville Community <br />Development, the HRA, and Roseville Public Works Departments and other agencies as part of <br />the fact finding mission. The study may involve other members of the neighborhood for <br />information, subgroups, and other work teams as needed. <br /> <br />REPORT AND TIME LINE <br /> <br />The study is estimated to take four months. The study, once approved by the HRA, could begin <br />in early October and end in late January. At least two neighborhood meetings will be held <br />between October and December with a final presentation to the McCarrons Neighborhood <br />Association, the HRA, Planning Commission and City Council tentatively scheduled for <br />February or March, 2004. The study could eventually produce a formal amendment to the City <br />Comprehensive Plan and/or a change in zoning. <br /> <br />4 <br />
