<br />7.0 PLANNING COMMSSION ACTION: <br /> <br />7.1 On December 3,2003, the Roseville Planning Commission held the public hearing <br />regarding the Badzinski variance request. No citizens addressed the Commission, but the <br />Commission did have questions of Staff and the applicant (see attached minutes). <br /> <br />7.2 Member Stone asked ifthere were watershed issues and the City Planner indicated <br />residential homes are not reviewed by the watershed, but this item does require the <br />review and comment (none to date) by the Department of Natural Resources. <br /> <br />7.3 Member Pepper asked ifStafflooked at other deck options that would not further impact <br />the bluff, such as a 16 foot wide deck. The City Planner indicated that the staff proposed <br />12 foot by 12 foot deck took into consideration the neighbors (north) concerns with <br />proximity and view disruption. <br /> <br />7.4 Member Bakeman asked the applicant questions regarding the home and site. <br /> <br />7.5 The Planning Commission voted (6-1) to recommend approval of a 39 foot VARIANCE <br />to Section 1016.16A (Placement of Structures on Lots), a VARIANCE to Section <br />1016.16B1 (Additional Structure Standards for All Districts), and a 18 foot <br />VARIANCE to Section 1016.22C3 (Non conformities) of the Roseville City Code, to <br />allow a 12 foot by 12 foot deck to the home at 381 Owasso Boulevard South, based on <br />the findings of Section 5 and conditions of Section 6 of the proj ect report dated <br />December 3, 2003. <br /> <br />8.0 SUGGESTED CITY COUNCIL ACTION: <br /> <br />8.1 ADOPT A RESOLUTION granting a 39 foot VARIANCE to Section 1016.16A <br />(Placement of Structures on Lots) of the Roseville City Code, to allow a 12 foot by 12 <br />foot deck on the home at 381 Owasso Boulevard South, 36 feet from the Ordinary High <br />Watermark, based on the findings of Section 5 and conditions of Section 6 of the proj ect <br />report dated December 15,2003. <br /> <br />8.2 ADOPT A RESOLUTION granting a VARIANCE to Section 1016.16B1 (Additional <br />Structure Standards for All Districts) of the Roseville City Code, to allow a 12 foot by <br />12 foot deck on the home at 381 Owasso Boulevard South, 12 feet from the top of bluff, <br />based on the findings of Section 5 and conditions of Section 6 of the project report dated <br />December 15, 2003 <br /> <br />8.3 ADOPT A RESOLUTION granting an 18 foot VARIANCE to Section 1016.22C3 <br />(Nonconformities) of the Roseville City Code, to allow a 12 foot by 12 foot deck on the <br />home at 381 Owasso Boulevard South, 12 feet within the bluff impact zone/setback, <br />based on the findings of Section 5 and conditions of Section 6 of the project report dated <br />December 15,2003. <br /> <br />Prepared by: Thomas Paschke (651-490-2236) and Dennis Welsch (651-490-2232) <br />Attachments: Location map, narrative, preliminary plat info. <br /> <br />PF3540 - ReA 121503 - Page 6 of 6 <br />
