<br />5.0 STAFF COMMENT: <br /> <br />5.1 The City Planner has identified a problem with those restaurants located primarily in the <br />B-l-B District, mainly located along Perimeter Road and East Snelling Avenue Service <br />Drive. Over the past three years a number of these properties have required zoning <br />letters, in which staff must indicate that the subject restaurant is a non-conforming use. <br /> <br />5.2 Confusing and/or out of date restaurant definitions and conflicting and/or absent <br />language in Section 1005 ofthe Roseville City Code, have lead the City Planner to <br />review and analyze definitions and permitted/conditional uses from nine metropolitan <br />communities. <br /> <br />5.3 Most municipalities categorize their restaurants by "class", creating a cleaner <br />identification of those permitted and conditional. The City of Farmington and Plymouth <br />were selected as having the best suited definitions for Roseville and those that represent <br />current market trends and has been slightly modified to become Roseville' s base change <br />for discussion. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 The Community Development Staff proposes to strike the following language: <br /> <br />Section 1002.02: RESTL^>.UR,,\NT: /\. restaurant is an establishment selling foods prepared for <br />consumption of customers and shall include the follovling subclassifications: <br /> <br />A. Traditional Restaurant: A traditional restaurant is a restaurant '.vhere a majority of <br />the customers select their food while seated at a counter or table. <br /> <br />B. Cafeteria Restaurant: A cafeteria restaurant is a restaurant where a majority ofthe <br />customers select their food at a serving line and consume the food at a table or <br />counter. <br /> <br />C. Fast Food Restaurant: }>. fast food restaurant is a restaurant '.vhere a majority of <br />the customers order food and are served food at a counter and the food is <br />thereafter taken to a table, counter or off the premises for consumption. <br /> <br />D. Drive In Restaurant: A drive in restaurant is a restaurant where a majority of the <br />customers order and consume their food in an automobile parked on the premises. <br />(Ord. 805,3 11 77) <br /> <br />6.2 The Community Development Staff proposes new language as follows: <br /> <br />A. Restaurant. Class I - Traditional: An establishment where customers are served <br />their food in or on non-disposable dishes to be consumed primarily while seated <br />at tables or booths within a building and which does not serve liquor.
