<br />B. The plight of the landowner is due to circumstances unique to the property not <br />created by the landowner: The Boerigter property (site/structures) currently <br />occupies 4,510 square feet of impervious area, which affords no additional <br />coverage on the parcel. The parcel, a comer lot (14,928 sq. ft.), is just under the <br />current Code requirement (12,500 sq. ft.). The parcel and situation is unique. <br />Family needs and designs of homes and lots have dramatically changed in the past <br />five decades, and in so doing have created certain conflicts with established codes <br />of older communities. The Community Development Staff has determined <br />that the plight of the landowner is due to circumstances unique to the <br />property not created by the landowner. <br /> <br />C. The variance, if granted, will not alter the essential character of the locality: <br />The improvements proposed though not a standard feature ofa 1950's home are <br />standard in today's society. Specifically, a high percentage of homes built today <br />include large master bedroom suites, living and/or great rooms for family and <br />guest gathering, covered decks and porches, sidewalks, pathways, and patios. <br />The design proposed for the Boerigter home will not be out of character or <br />context of a home from the mid to late 1950's and more importantly in keeping <br />with today's designs and family accommodations. The Community <br />Development Staff has determined that this variance, if granted, will not <br />alter the essential character of the locality, nor adversely affect the public <br />health, safety, or general welfare, of the city or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, the <br />Community Development Staff recommends approval ofa 1,780 square foot (12%) <br />variance to Section 1004.01A6 and a 9 foot variance to Section 1004.02D5 of the <br />Roseville City Code for Daniel Boerigter to allow the construction of 1,749 square feet of <br />home improvements onto his home at 2080 Farrington Avenue, subject to the following <br />conditions: <br /> <br />A All existing and proposed building and site improvements shall not exceed a <br />maximum impervious coverage of 6,259 square feet. <br /> <br />B The structure improvements being limited to: a front porch that encroaches no <br />more than 9 feet into the required front yard setback and is no more that 72 square <br />feet in size; a living area addition limited to 1,125 square feet; a covered deck <br />limited to 111 square feet; and sidewalk improvements limited to 441 square feet, <br />as identified on the submitted site plan. <br /> <br />C The addition must match or be of similar to that of the existing building in color <br />and/or materials. <br /> <br />PF3452 - ReA 33103 - Page 5 of 6 <br />
