A. <br />Agenda Section: <br />HEARING <br /> <br />Item Description: <br /> <br />A request by United Properties for a final PLANNED UNIT DEVELOPMENT, <br />REZONING; and FINAL PLAT and Subdivision Development Agreement to allow <br />the redevelopment of the former Ralph Reeder School site (PF3457 & PF3243). <br /> <br />1.0 BACKGROUND: <br /> <br />1.1 United Properties (developer) has proposed a 13.7 acre mixed residential General Concept Planned Unit <br />Development to redevelop the former Ralph Reeder school site. The proposal nanled "Applewood <br />Pointe" would include the extension of Arona Street and Terrace Drive, approximately 2.0 acre <br />neighborhood park and approximately 2.4 acre pond and overlook,S single family homes, 2 Habitat for <br />Humanity homes, 18 town homes designed a5 3 separate "row house" styled structures, a 3 and 4 story, <br />90 unit senior cooperative, and a second phase (Outlot A) of either 18 town homes or up to a 3 story, 36 <br />unit condominium. The existing one large parcel property would be subdivided accordingly and be <br />rezoned from its current designation of R-I, Single Family Residence to Planned Unit Development with <br />an underlying zoning of R-I, Single Family Residence, R-3, General Residence District, and R- 6, <br />Townhouse District. <br /> <br />PROJECT REVIEW HISTORY <br />. Initial Concept Plan premised ofRFP process June 13,2002. <br />· Neighborhood Meeting regarding park land improvement - February 6, 2003. <br />. Application submitted on February 7, 2003. <br />. Application determined complete on February 19,2003. <br />· 60-day review deadline on April 20, 2003 <br />· Staff Review: Approval with conditions - March 5, 2003. <br />· Planning Commission: Hearing & Recommendation (6-0) - March 5, 2003. <br />· City Council Action: Approval of Concept/Preliminary Plat - March 31, 2003 <br />. City Council Final Decision - June 16, 2003. <br /> <br />2.0 SUMMARY of RECOMMENDATION: <br /> <br />2.1 The Final PUD agreement, Rezoning, and Final Plat and Subdivision Development Agreement are <br />complete. They are consistent with the Comprehensive Plan and Arona Neighborhood Plan and should <br />be approved. <br /> <br />3.0 SUGGESTED ACTION: (by separate motions - see Section 8 for details) <br /> <br />a. Final Applewood Pointe of Arona Plat and Subdivision Agreement creating public roads and <br />parks, trails, pond improvements, and buildable lots for the cooperative, single family homes, and row <br />homes. <br />b.Ordinance Rezoning the 2800 Arona Street parcel to a PUD with an underlying zoning of <br />R-I, Single Family Residence, R-3, General Residence District, and R- 6, Townhouse <br />District, with conditions. Zoning change effective only after all approvals and land sale have <br />been completed. <br />c.
