<br />4.0 SITE HISTORY: <br /> <br />4. I The 13.7 acre Ralph Reeder Elementary School was constructed between 196 I and 1963 and <br />was used as a school until the Mounds View School District closed the school in the mid <br />1980' s. The school structure and property was sold to NCR Comten, which used the property <br />as a training facility until 1990. The parcel is located within Tax Increment District #12. <br /> <br />4.2 In 1990, the City of RoseviIIe acquired the property from NRC Comten and used the former <br />school structure for an activity center and the park and recreation offices. In 1999, the City <br />Council directed staff to develop a master plan for the Arona-Hamline Neighborhood. In 2000, <br />the park and recreation offices were relocated to the Fairview Community Center and the <br />school structure was razed. <br /> <br />4.3 In 2002, with the Arona-Hamline Master Plan completed, the City Council completed an RFP <br />process for the Ralph Reeder school site redevelopment. United Properties was selected from <br />10 proposals recei ved. <br /> <br />4.4 RoseviIIe has a high demand for senior housing as noted in its Senior Market Feasibility Study <br />conducted in 1998. According to the study, Roseville' s current senior housing is fully occupied <br />but only 25 percent of those occupants are previous Roseville residents. The other 75 percent <br />of the occupants come from the St. Paul area and northern suburbs. Roseville is attractive for <br />seniors due to its safety, accessibility to services, and the convenience provided by the <br />Roseville Circulator from senior housing to those services. Roseville and the 35W Corridor <br />Coalition Communities have seen a tremendous increase in senior population from 1990-1999. <br />Over 50% of the head of households in Roseville are now over age 55. According to the 1998 <br />senior study and supported by the most recent growth in senior population, there is a demand <br />for at least 800 additional senior housing units. <br /> <br />4.5 The Arona - Hamline neighborhood has over 500 multifamily units. The proposed project will <br />provide the basis for future redevelopment and a system of connections between existing and <br />new housing, essential services and employment through transit linkages and public pathways. <br />This proposal is consistent with the surrounding uses and the objectives of the approved Arona- <br />Hamline Neighborhood Master Plan to provide a mix of different housing choices. The master <br />plan was approved as part of the Comprehensive Plan in 2002. <br /> <br />5.0 PROJECT SPECIFICS: <br /> <br />5.1 The project area consists of approximately 13.7 acres, of which roughly 2.4 acres is <br />undevelopable due to the existing and future pond improvements. The adjacent land uses <br />include single family homes and Centennial United Methodist Church to the north; Coventry <br />(town home) Senior Apartments, Thrivent Financial for Lutherans, restaurants, and other <br />financial institutions to the west and southwest; Centennial Garden Apartments and Terrace <br />Park Apartments to the east, with single family homes to the southeast; and Roseville Corporate <br />Center to the south. <br /> <br />PF3457 - ReA Final Plan and Plat Approval - 06 I 603 Page 2 of 9 <br />
