8.5 Signage must be an integral part of the development. Monument signage must be designated on the site, and meet all size and setback requirements. 8.6 Dedication ofland for right-of-ways and any pond or utility easement required by the Watershed must occur prior to the issuance of building permits. 8.7 Park dedication, as required by the City Code, Section 1103.07, must be reviewed by the Park and Recreation Commission (estimated meeting date - May 6, 2003) with a fOffi1al reconm1endation being received before final Council approvals are granted. 9.0 PLANNING COMMISSION ACTION: 9.1 On April 2, 2003, the Roseville Planning Commission held the public hearing regarding the Good Samaritan Society request. At the hearing three adjacent residents addressed the Conm1ission with questions regarding the request, for which Staff answered. The ConID1ission also asked staff for clarification on a few items regarding the proposal. (see attached draft minutes). 9.2 The Commission voted (7-0) to recommend approval of the request for preliminary plat approval; reconm1end approval of the rezoning from B-1 (Limited Business District) to PUD with an underlying zoning designation ofR-3 (General Residence District); and reconunended approval of the General Concept PUD, subject to the conditions indicated in Section 8 of the proj ect report. 10.0 SUGGESTED CITY COUNCIL ACTION: 10.1 The City staff and Planning Commission have determined that this proj ect is consistent with the direction provided by the Comprehensive Plan which encourages housing diversity and revitalization. The Planning Commission and City Staff recommend the City Council take the following action: 10.2 By motion APPROVE the PRELIMINARY PLAT for Good Samaritan Society, creating one lot, with easements and right-of-way dedications as required by the Roseville's Public Works Department, Ramsey County, and Capital Regions Watershed. 10.3 By motion, APPROVE the GENERAL CONCEPT PUD PLAN for a three story, 50 unit senior housing complex with underground and surface parking, and associated site improvements, subject to the conditions listed in Section 8 of this project report. lOA By motion, HOLD FIRST READING of an ordinance REZONING the subject property from B-1, LIMITED BUSINESS DISTRIUCT to PUD, with an underlying zoning ofR-3 GENERAL RESIDENCT DISTRICT (final approval of the rezoning will occur at the time after the Roseville City Council approves final plans and documents).
