<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />Department Approval: <br />DPW /TP <br /> <br />DATE: 04/02/03 <br />ITEM NO: 6e <br />Agenda Section: <br />PUBLIC HEARINGS <br /> <br />Item Description: <br /> <br />A request by Good Samaritan Society for a GENERAL CONCEPT <br />PLANNED UNIT DEVELOPMENT, REZONING & <br />PRELIMINARY PLAT to replace the Whitehouse Nursing Home, 563 <br />County Road B (PF3460). <br /> <br />1.0 BACKGROUND: <br /> <br />1.1 Good Samaritan Society has approval of a planned unit development under the General <br />Concept Plan (Section 1008.1 OC) of the Roseville City Code for a two-acre residential <br />redevelopment. The proposal, named "Whitehouse Senior Apartments", would create a <br />three story, 50 unit senior housing complex w/underground parking on the site of the <br />former Whitehouse Nursing Home. <br /> <br />1.2 The proposal seeks approval of a preliminary plat to combine four platted lots and one <br />meets and bounds parcel (totaling 84,920 square feet or 2 acres) into one large lot, and <br />approval of the General Concept Plan Planned Unit Development establishing an <br />underlying zoning ofR-3, General Residence District. <br /> <br />PROJECT REVIEW HISTORY <br /> <br />. Application submitted on March 25,2003 <br />. Application determined complete on March 25, 2003 <br />. 60-day review deadline on May 24,2003. <br />. Park & Recreation Commission: Recommendation (park dedication), April 1, 2003 <br />. Staff Recommendation: Approval w/conditions - April 2, 2003. <br />. Planning Commission: Hearing on Preliminary Plat/General Concept - April 2, 2003. <br />. Anticipated Council Action on Preliminary Plat/General Concept - April 28, 2003 <br />. Anticipated Council Action on Final Development Plan/PUD/Plat - not determined. <br /> <br />2.0 SUMMARY of RECOMMENDATION: <br /> <br />2.1 The General Concept, and rezoning to Planned Unit Development (consisting of senior <br />rental apartments) with an underlying zoning ofR-3, General Residence District is <br />consistent with the Comprehensive Plan and should be approved. <br /> <br />3.0 SUGGESTED ACTION: <br />3.1 By motion, recommend approval of the Good Samaritan Society request for Preliminary <br />Plat, General Concept Plan, and Rezoning to Planned Unit Development with an <br />underlying zoning ofR-3 General Residence District with conditions (see Section 9 for <br />more detail). <br /> <br />PF3460 RPCA PUD Concept 040203 Page 1 <br />
