<br />consider a more decorative residential pole and fixture. <br /> <br />7.5 The concept plan does not identify type and the placement of mechanical equipment. In <br />review of the proposal, it is assumed that heating, cooling, and ventilating equipment, and <br />especially air conditioning units need to be affixed as wall units to the building fa<;ade or <br />placed on the ground. Those units that are ground units will be required to be 100% <br />screened from view. <br /> <br />7.6 Should an emergency generator be contemplated for senior housing/retail building, the <br />plans must indicate the proposed location and the generator must meet all applicable State <br />decibel levels. <br /> <br />7.7 The proposal does not include a landscape plan, which plan will be required upon <br />submittal of the Final Development Plan. Staff will work with Good Samaritan Society <br />on a landscape plan that properly screens required area and accents the remaining site. <br /> <br />7.8 Because of the sensitivity of residential areas and adjacent property owners, construction <br />hours must be limited to 7 a.m. to 10 p.m. weekdays and 9 a.m. to 9 p.m. weekends and <br />holidays as stipulated in the Roseville City Code. <br /> <br />7.9 The City has adequate sanitary sewer, storm water, and water main in place to support the <br />development project. The Public Works Department and the Capital Regions Watershed, <br />prior to Final Development Plan consideration, must review and approve these plans. <br /> <br />8.0 RECOMMENDED CONDITIONS: <br /> <br />8.1 The design of Whitehouse Senior Apartments is compatible with the general context and <br />human scale ofthe neighborhood for both architecture design and building materials. <br />Whitehouse Senior Apartments incorporates a hip roof to lower overall height and has <br />added other architectural elements to further enhance each structure and reduce the visual <br />mass of the building. This could include different sets of windows, large expanses of <br />similar facade materials, contextually matching brick, and dormers. <br /> <br />8.2 A conceptual landscape plan must be submitted and incorporate plantings throughout the <br />site. Boulevard trees must be consistent with the Street Tree Master Plan. Careful design <br />must be given to the choice of screening used between the parking lot and the nearby <br />apartment complexes. <br /> <br />8.3 The Public Works Department is currently reviewing the grading, drainage, and utility <br />plans proposed with the General Concept Plan submittal. All plans, including the <br />location of fire hydrants and utility services connections, require the approval of the <br />Public Works Department. <br /> <br />8.4 All buildings, debris, and any soil contamination must be removed from the site prior to <br />the issuance of a building permit. <br /> <br />PF3460 - RPCA PUD Concept 040203 Page 5 <br />
