<br />4.0 BACKGROUND - CITY CODE REQUIREMENTS <br /> <br />4.1 Specific to the monopole and antenna, Section 1012.1 OA4 of the Roseville Zoning <br />Ordinance states: Commercial receiving or transmitting antennas and towers not located <br />on a City tower site shall be a conditional use. Commercial receiving or transmitting <br />antennas and towers may only be located in "B" Business or "I" Industrial Districts. The <br />City may establish permit review periods, tower termination, time limits or an <br />amortization schedule specifying the year in which the tower shall be taken down by the <br />applicant or its assignee. A performance bond or other surety may be required by the <br />City in order to assure removal of the tower at a specific date. <br /> <br />4.2 The conditional use permit process (Section 1013 of the City Code) for this request <br />allows the City to consider: <br /> <br />>- Compatibility with adjoining properties. <br />>- Impacts on traffic and public facilities. <br />>- Impacts on property value. <br />>- Impacts on general health, safety, and public welfare. <br />>- Compatibility with the Roseville Comprehensive Plan. <br /> <br />4.3 The CUP process allows the City to impose those conditions it considers necessary to <br />protect the public health, safety, and welfare. <br /> <br />5.0 BACKGROUND - PROPOSAL & SITE DESCRIPTION <br /> <br />5.1 Franks Nursery & Crafts is located directly east of Fairview Avenue and south of the <br />Highway 36 Service Drive, adjacent the exit/entrance ramp. The parcel is located in <br />Comprehensive Plan District 12 with a future land use designation of liB" for Business <br />use. <br /> <br />5.2 The property has a zoning designation of B-1, Limited Business District, along with <br />properties that lie to the south. Circuit City/Sports Mart, which lies directly east, has a <br />zoning ofB-l-B, Limited Retail District. Rosedale, which lies north across Highway 36, <br />has a zoning designation of SC, Shopping Center District and the Fairdale Shoppes and <br />the numerous restaurants along Perimeter Drive, have a zoning ofB-l-B. Single family <br />residences lie directly west of the Frank's site. <br /> <br />5.3 Qwest Wireless proposes installing a 54 foot tall monopole in the northeast comer of the <br />parking lot, replacing an existing light pole. Associated equipment cabinets are also a <br />part of the conditional use permit application and will be installed directly adjacent the <br />monopole. The equipment supports the monopole and would not exceed five feet in <br />height, with each cabinet being 5 square feet in size (15 total sq. ft.). <br /> <br />5.4 Qwest has provided a nanative indicating that a gap in the current coverage area <br />necessitates the placement of a monopole in this general vicinity to add capacity and <br />enhance coverage for the Rosedale area. <br /> <br />PF3461 - ReA 042803 - Page 2 of 5 <br />
