<br />5.5 The proposed monopole is comprised of galvanized steel and has the antenna located in a <br />cylinder on the top of the pole. The monopole can be painted to blend into the site and <br />the parking lot light would be re-installed at its former height. <br /> <br />5.6 No City owned property, poles or private multi-tenant poles exist in this area of the <br />community, thus requiring Qwest to locate an appropriate site and receive approval of a <br />CUP. The nearby Rosedale Towers (6 story) building could support additional antenna, <br />but also requires a CUP. <br /> <br />5.7 A similar request was made in May of 2000 by Qwest for the Countryside Restaurant, <br />2851 Snelling Avenue, where a parking lot light pole was replaced with a 67 foot <br />monopole and supportive equipment. This request was approved by the City Council. <br /> <br />5.8 The proposed location of the monopole and supporting equipment cabinets meet the <br />required setback for accessory structures from a property line. <br /> <br />6.0 CONDITIONAL USE PERMIT REVIEW <br /> <br />6.1 Section 1013.0 1.D of the Roseville Zoning Ordinance lists the criteria reviewed when <br />considering the issuance of a conditional use permit. The criteria are as follows: impact <br />of parking; impact on parks, streets, and other public facilities; compatibility of site plan, <br />internal traffic circulation, landscaping, and structures with contiguous properties; impact <br />of the use on the market value of contiguous properties; impact on the general public <br />health, safety, and welfare; compatibility with the City's Comprehensive Plan. <br /> <br />6.2 Staff has reviewed the development proposal with regard to the criteria in Section <br />1013.01.D of the Roseville Zoning Ordinance and concludes the following: <br /> <br />A. The proposed monopole, antenna cylinder, and equipment cabinet will not create <br />additional traffic nor the need for additional public facilities. <br /> <br />B. The monopole cannot be screened due to the need of clear reception; however, it <br />will blend slightly into its surroundings, upon being painted to match existing <br />parking lot light poles. <br /> <br />C. The equipment cabinets will require screening of landscaping, fence, or a <br />combination thereof. The monopole, antenna, and equipment cabinets will not <br />have an impact on surrounding property or values. <br /> <br />D. There appears to be no impact on general health, safety, and public welfare. <br /> <br />E. The project complies with the Comprehensive Plan designation (via the CUP <br />process) as a Business use. <br /> <br />6.3 Conditions may be attached to the CUP that would mitigate the impact on adjacent <br />properties including such items as increased setbacks from property lines, landscape <br />screening, architectural color and design/materials details, drainage provisions, and <br />limiting additional exterior storage. <br /> <br />PF3461 - ReA 042803 - Page 3 of 5 <br />
