All utility wires or lines leading to the <br />monopole from the equipment shelter must be buried. <br /> <br />c) The area surrounding the equipment shelter must be screened with either a fence <br />and/or landscaping. If landscaping is selected, plant material must be installed on <br />the south, west, east sides of monopole/equipment area at a minimum height of <br />five feet (except accent shrubs); 75% of this plant screen must be coniferous. A <br />complete landscape plan must be prepared as part of the building permit <br />application and approved by the City prior to issuance of the building permit. <br /> <br />d) The monopole is to be limited to the single user/applicant (Qwest Wireless). <br />Future antenna additions will require an amendment to the approved CUP. <br /> <br />e) The Frank's Nursery & Crafts site is limited to one communication <br />monopole/antenna/tower. <br /> <br />f) The monopole must not be lighted; however, the former parking lot light can be <br />re-installed to the necessary height. <br /> <br />g) Electric and phone wires serving the equipment and monopole must be buried. <br /> <br />h) Parking of maintenance vehicles must occur in the off-street parking space <br />directly adjacent to the equipment shelter. <br /> <br />i) The 54 foot tall monopole and supporting equipment must be completely removed <br />from the site by the applicant (Qwest Wireless) if 1.) operations cease. 2.) the <br />equipment is damaged or unsafe as determined by the Roseville Building Official. <br />3.) the CUP elapses or is determined to be in violation by the Community <br />Development Director. The City may require the applicant (Qwest Wireless) to <br />post a bond to assure timely removal of the monopole and supporting equipment. <br /> <br />j) This conditional use permit shall expire 6 months after approval if a building <br />permit has not been issued. (Section 1013.03) <br /> <br />Larry Coleman, Qwest Wireless, explained that the pole with a light will be installed in <br />the comer. The tree would be moved or replaced in a different area. The equipment box <br />is twice the size of a street-side traffic equipment control box. The equipment box is 5 <br />feet tall. <br /> <br />Member Stone asked for clarification of the location of trees. <br /> <br />Member Mulder asked if line of sight is a problem. (no, coverage along Hwy. 36 can be <br />maintained). <br /> <br />Chair Duncan closed the hearing. <br />
