<br />2.5 Beginning January 1,2004, the City will use new Building and Permit software (called <br />Permits Works). Fee tables are written directly into the software to assist in calculation <br />and error reduction. Adopting the annual fees resolution in early December accomodates <br />the conversion to the new software by January 1, 2004. <br /> <br />3.0 SUMMARY: <br /> <br />Roseville's Community D~velopment Department operates as an Enterprise Fund and <br />relies on user fees collected to cover costs of services provided. Some of Roseville' s <br />Building Permit and associated Permit and planning Fees have not been updated for a <br />number of years and no longer cover the costs of service. A staff survey of building permit <br />and associated permit fees in comparable Metro-area cities reveals that the City of <br />Roseville's fee schedule is at the mid point or below in several categories. The <br />department's goal is to remain near the mid-point (median) cost for such services and <br />cover related city expenses. Adjusting the City's Building Permit and associated Permit <br />Fees to a level that both covers the costs of providing services is essential to continue the <br />current level of service. <br /> <br />4.0 FISCAL IMPLICATIONS <br /> <br />4.1 Adjusting Building Permit and associated Permit Fees by 6% to cover the costs of services <br />provided will allow the Community Development Department to maintain services at <br />current levels and continue to provide these services without drawing resources from the <br />General Fund. <br /> <br />4.2 Because of this new fee schedule Building Permit and associated Permit Fees, in total, are <br />anticipated to increase by approximately 6%, the first increase in fees since 1998 (but in <br />some cases the first increase in 20 <br /> <br />5.0 STAFF RECOMMENDATION <br /> <br />Staff recommends that the Council adopt the attached Building Permit and Associated <br />Community Development Fees Resolution, effective January 1,2004. <br /> <br />6.0 SUGGESTED COUNCIL ACTION <br /> <br />By resolution, adopt the attached Building and related Permit Fees Schedule, to take effect <br />January 1, 2004. <br /> <br />Attachments: 2004 Building Permit Fees Resolution, Building and Permit Fees Schedule <br />Report by: Dennis Welsch, Community Development Director, 651-792-7071; Don Munson, Codes Coordinator, 651-792-7081 <br />\\ Victoria\CommDev\Permits\Fees\RCA _Building Permit Fees 12153.do:; <br /> <br />2 <br />
