Such an agreement shall describe the <br />required parking and reasons for reducing the parking requirement as well as <br />demonstrating that space exists to comply with the most current provisions of the <br />city code. Such an agreement shall state that the developer or successors shall be <br />responsible for completing parking improvements to meet city code requirements <br />at such time and place as required by the City, within 120 days after written notice <br />is provided by the City. <br /> <br />Section 1018.13. Off-Street Parking Prohibitions and Nuisances <br /> <br />A. The outside parking and storage on residentially-zoned property of vehicles, <br />materials, supplies or equipment not customarily used for residential purposes in <br />violation of the requirements set forth below is declared to be a public nuisance <br />because it: 1) obstructs views on streets and private property, 2) creates cluttered <br />and otherwise unsightly areas, 3) introduces commercial advertising signs into <br />areas where commercial advertising signs are otherwise prohibited, 4) decreases <br />adjoining landowners and occupants' enjoyment of their property and <br />neighborhood, and 5) otherwise adversely affects property values and <br />neighborhood patterns. Service vehicles with a manufacturer's rated capacity of <br />two thousand (2,000) pounds or less are exempt from this provision. (407.02L) <br /> <br />B. No person may place, park, store, or allow the placement or storage of ice fish <br />houses, skateboard ramps, play houses, or other similar nonpermanent structures <br />outside continuously for longer than twenty four (24) hours in the front-yard area <br />of residentially-zoned property. Storing of boats, trailers and inoperative motor <br />vehicles in front yards is prohibited. (407.02MI) <br /> <br />C. Reserved. <br /> <br />D. No person shall cause, undertake, permit or allow the outside parking and storage <br />of vehicles in residentially-zoned property for more than fourteen (14) thirty (30) <br />days unless it complies with the following requirements. (407.02M3) <br /> <br />1. Vehicles which are parked or stored outside shall be on an improved surface <br />as defined in this Code. <br /> <br />2. All vehicles, watercraft and other articles stored outside on residential <br />property must be owned or leased by a person who is a legal resident of that <br />property. <br /> <br />3. No person, owning, driving or in charge of any vehicle with a manufacturers <br />rated capacity of more than one ton, as specified in Minnesota Statutes, may <br />cause or permit that vehicle to be parked outside or stand continuous for more' <br />than two (2) hours on property or public street within a residential zone in the <br />City.
