File 3478: Request by Bernard and Kathy Laur, 600 Sextant <br />Avenue, for a VARIANCE to Section 1004.01A6 (Maximum Total <br />Surface Area) to allow construction of a 15 foot by 15 foot four-season <br />porch on the rear of the home. <br /> <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a <br />summary of the project report dated June 4, 2003. <br /> <br />Bernard & Kathy Laur have submitted a proposal to construct a 225 square foot three <br />season porch on to the southeast comer of their home. The proposed porch would meet <br />the required side yard and rear yard setbacks applied to this parcel and the porch addition <br />would occupy existing green area. The proposed porch would extend from the existing <br />home to the pool surround (concrete walk). <br /> <br />The proposed 225 square foot three season porch addition increases the parcel's <br />impervious coverage to 4,171 square feet, thus a variance is necessary before the Laurs <br />can obtain a building permit. <br /> <br />The Community Development Staff finds the site is unique because of the construction <br />that occurred prior to the adoption of the 30% impervious surface requirement. The Laurs <br />had already expanded their surface area with a large house footprint, pool and pool deck, <br />and a large driveway. This unknowingly precluded many future site options. <br />Consequently, the staff recommends approval of859 square foot (8%) lot coverage <br />variance to Section 1004.01A6 of the City Code for Bernard & Kathy Laur, 600 Sextant <br />Avenue, subject to conditions. <br /> <br />The staff recommended approval with conditions. Mr. and Mrs. Laurs had no questions. <br /> <br />There being no further questions, Chair Duncan closed the hearing. <br /> <br />Motion: Member Peper moved, seconded by Member Traynor, to recommend approval <br />of an 859 square foot (8%) VARIANCE to Section 1004.01A6 (Maximum Total Surface <br />Area) of the Roseville City Code for Bernard & Kathy Laur, to allow construction of a <br />three season porch at 600 Sextant Avenue, based on the findings in Section 5 and <br />conditions of Section 6 of the project report dated June 4, 2003. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />
