D. <br /> <br />Department Approval: <br />DPW /TP <br /> <br />City Manager Approval <br /> <br />Agenda Section: <br />CONSENT <br /> <br />Item Description: Request by Bernard & Kathy Laur, 600 Sextant Avenue, for a <br />VARIANCE to Section 1004.01A6 ofthe Roseville City Code (PF3478). <br /> <br />1.0 REQUESTED ACTION: <br /> <br />1.1 Bernard & Kathy Laur seek approval of an 859 square foot (8%) VARIANCE to Section <br />1004.01A6 (Maximum Total Surface Area) of the Roseville City Code to construct a 15 <br />foot by 15 foot (225 sq. ft.) three season porch on to the rear of the home at 600 Sextant <br />Avenue. The Laur's have an existing lot coverage of3,946 sq. ft (35.8%) and without a <br />variance are unable to expand their living area as requested to a surface area of 4, 171 sq. <br />ft. or 38%. <br /> <br />PROJECT REVIEW HISTORY <br /> <br />. Application submitted on April 28, 2003 <br />. Determined complete on May 22, 2003 <br />. 60-day review deadline on July 21,2003 <br />. StaffReview/Recommendation: Approval- June 4, 2003 <br />. Planning Commission: Approval (6-0) recommendation w/conditions - June 4, 2003 <br />. City Council Action: Approval w/conditions - June 16, 2003 <br /> <br />2.0 SUMMARY OF RECOMMENDATION: <br /> <br />2.1 The Community Development Staff determined the site to be unique because of the <br />construction that occurred prior to the adoption of the 30% impervious surface <br />requirement, which unknowingly precludes many future site options. Consequently, staff <br />recommended approval of a 859 square foot (8%) lot coverage variance to Section <br />1004.01A6 of the City Code for the applicants. <br /> <br />2.2 On June 4, 2003, the Roseville Planning Commission held the public hearing regarding <br />the Laur request and concluded that the request met the criteria necessary for <br />recommending the granting of a variance and voted 6-0 to recommend approval of the <br />request. <br /> <br />3.0 SUGGESTED COUNCIL ACTION: <br /> <br />3.1 Adopt a resolution approving the request w/conditions (see Section 8 for more detail). <br /> <br />PF3478 - ReA 06/16/03 - Page 1 of 6 <br />
