<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Bernard & Kathy Lam have submitted a proposal to construct a 225 square foot three <br />season porch on to the southeast comer of their home. The proposed porch would meet <br />the required side yard and rear yard setbacks applied to this parcel and the porch addition <br />would occupy existing green area. The proposed porch would extend from the existing <br />home to the pool surround (concrete walk). <br /> <br />4.2 The Laur home was constructed in 1997 and lies on an 11,040 square foot (92 foot by <br />120 foot) lot. The home has a foundation size of 1,394 square feet; a driveway of 1,090 <br />square feet; and a pool of 1,462 square feet, creating an existing impervious coverage of <br />3,946 square feet or 35.7%. <br /> <br />4.3 The proposed 225 square foot three season porch addition increases the parcel's <br />impervious coverage to 4,171 square feet, thus a variance is necessary before the Laurs <br />can obtain a building permit. <br /> <br />CITY CODE SECTION <br />lOO4.01A6 Existing Proposed Variance Required <br />REQUIREMENT Condition Condition <br />3,312 Sq. Ft <br />30% 35.7% 38% 8% <br /> <br />4.4 The Laur lot is designated Low Density Residential in the Comprehensive Plan and it is <br />located in the R-l, Single Family Residence Zoning District. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 The proposed improvement to the Laur parcel attempts to meet the goals and objectives <br />of the City of Roseville Housing Plan. Specifically, the Housing Plan encourages <br />reinvestment into existing housing to provide increased functionality to retain families <br />within the community to maintain a quality neighborhood. The proposed 225 square foot <br />three season porch would provide a year round living area amenity to the home. <br /> <br />5.2 Section 1004.0lA6 reads: "Maximum Total Surface Area: Including detached accessory <br />buildings, principal structures, pavement surfaces (asphalt, concrete and/or brick, stone <br />or other paver), the total impervious surface on a residential lot or parcel shall not <br />exceed 30% of the total lot or parcel size." The Laur parcel is 11,040 square feet in size, <br />affording 3,312 square feet of impervious coverage. Built before the 30% surface <br />coverage requirement, the current principal structure (1,394 sq ft.), driveway (1,090 sq. <br />ft.), and pool (1,462 sq. ft.) occupy an estimated 3,946 square feet or 35.7% of <br />impervious area. The proposal to increase the impervious coverage on the parcel to <br />4,171 square feet requires an 859 square foot variance or an overage of7.8% (37.8% <br />total coverage). <br /> <br />PF3478 - ReA 06/16/03 - Page 2 of 5 <br />
