We
attended this meeting along with many of the contiguous neighbors. We also had a
petition signed by approximately 35 of the neighbors requesting not to grant the variances
for this proj ect.

It was at this time that we were first informed that this was a part of the Roseville
Rambler Improvement project. We feel that a program that is subsidized by dollars from
fees paid by taxpayers should mandate the applicants be required to complete their
projects by staying within the City codes. The city and the planning commission should
be less variance friendly and more code friendly. They should be more selective in
granting exceptions. The applicant should be required to justify the NEED for a variance
not just the desire. This should be part of the 'deal' between the grantor and the grantee.
Also, the HRA should be required, along with the applicant, to at least attempt to meet
with the neighbors to discuss the project. Note: this was not done. They should also be
required to physically acquaint themselves with the neighborhood before making a
judgment as to the appropriateness of the proposed project.

If tax payer's dollars are being used for this type of Rambler Remodel program, then the
tax payers that are affected in the neighborhood should be notified earlier in the process.

Other Comments:

06/1612003
