<br />5.2 Section 1004.02D5 (Dwelling Dimensions) requires a minimum principal structure <br />setback of 30 feet from the front property line. The Sierferman proposal seeks to add a <br />covered entry above the front stoop, which is considered a component of the principal <br />structure and is required to meet the 30 foot front yard setback. The proposal to create a <br />principal structure addition that would lie 21.5 feet from the front property line requires <br />an 8.5 foot variance. <br /> <br />5.3 The Roseville City Code permits second stories and would permit an 18 foot by 18 foot <br />(324 square foot) family room addition, as well as the side entry. These improvements <br />increase the impervious total for the parcel to 3,340 square feet or within the 30% <br />threshold and do not require a variance. <br /> <br />5.4 Since the public hearing notice was mailed to adjacent residents, the City Planner has <br />received a number of questions, comments, and concerns regarding the Siefernlan <br />proposed improvements. Some of these have been valid, while others are outside the <br />control of the Community Development Department, the Planning Commission and the <br />City Council. For instance, it is not our option to detemline whether a second story <br />addition is necessary (it is allowed by the City Code), but rather whether there are <br />addition impacts based on the Code and Ordinances and if so do they warrant support for <br />a vanance. <br /> <br />5.5 In the case of the Sieferman proposal, the difference from what the City Code allows and <br />that which is proposed includes: <br /> <br />" A front covered entry of roughly 90 square feet with an 8.5 foot encroachment <br />into the front yard and 15 additional square feet of impervious area. Currently the <br />area where the porch is proposed has roughly 75 square feet of concrete steps and <br />sidewalk. A porch is considered a component of a principal structure and must <br />meet the same or 30 foot setback. However, a covered overhang constructed as <br />an integral component of the home or with a post at the required setback, could <br />extend 3 to 4 feet from the home, which extension is considered a roof eve and is <br />not subject to the required front yard setback (Section 1012.0281) <br /> <br />II A 22 foot by 22.5 foot (500 square feet) family room addition that is 171 square <br />feet greater than the parcel is permitted (3,340 sq. ft. permissible versus a <br />proposed 3,511 sq. ft.). <br /> <br />II A future in-ground pool encompassing 332 square feet of additional impervious <br />coverage. <br /> <br />.. That being said, the proposed improvements create an impervious coverage <br />difference of 466 square feet or lot coverage of 35.2%. <br /> <br />PF3481 - ReA 06/16/03 - Page 3 of 8 <br />
