Regular City Council Meeting <br /> Monday,December 8,2014 <br /> Page 20 <br /> Councilmember Etten noted that the City Council had an opportunity to do so ear- <br /> lier in 2014 and didn't take action, but now seemed willing to pass the dollar on, <br /> which he found troubling. Councilmember Etten stated that he was okay in con- <br /> sidering a partial use of reserves, but opined that this got the City in too deep of a <br /> hole. <br /> Roe Amendment to Laliberte Amendment to the Original Motion <br /> Mayor Roe suggested a slight modification to Councilmember Laliberte's <br /> amendment, that if the 2014 savings proved less than $200,000, that the re- <br /> mainder come from General Fund reserves, which would fall under the in- <br /> tent expressed in Councilmember Etten's original motion. <br /> Councilmember Laliberte accepted Mayor Roe's amendment to her motion. <br /> Mayor Roe noted that he was fully aware that the 2015 budget was not ap- <br /> proached through spending cuts,but opined that there were a number of things the <br /> City Council obviously found important to continue or needed to enhance or im- <br /> prove the City as discovered during previous discussions. Mayor Roe opined that <br /> it was not the City Council's role to continually cut spending, but to be good <br /> stewards of taxpayer monies and continue to strive to do a better job from year to <br /> year or become more efficient in delivery of services and programs. Mayor Roe <br /> stated that he was also very aware of the impact on taxpayers, and expressed his <br /> confidence that the economy would continue to recover, and that development <br /> would continue in Roseville, so that the Cit y wouldn't be facing the same issues <br /> in the near future. Mayor Roe suggested that, in order to use the levy in the future <br /> to recover reserves, and having it available for tax relief as needed, the City <br /> Council needed to seriously look at those reserve funds on a continuing basis. <br /> Councilmember McGehee stated that she hoped, over the course of the year in <br /> 2015, that the City didn't attempt to cut existing programs, opining that there <br /> were changes that could be made to the City's tax base or steps to facilitate devel- <br /> opment that could enhance the tax base and improve the community in that way. <br /> However, Councilmember McGehee stated the need to make sure those steps <br /> were fair and the things supported by the City Council were what the residents <br /> wanted and supported, by giving the residents options and having open discus- <br /> sions with the public by providing full and transparent information to residents <br /> and letting them make the decisions. Councilmember McGehee stated that she <br /> was not in favor of making cuts in line items as done in the past. <br /> Laliberte/Roe Amendment Restated <br /> Laliberte moved, Roe seconded, using the full 2014 carryover amount of <br /> $200,000; $282,000 in License Center Fund reserves; and if 2014 savings <br /> prove less than $200,000, the remainder come from General Fund reserves. <br /> Roll Call <br />
