Regular City Council Meeting <br /> Monday,December 8,2014 <br /> Page 19 <br /> Original Motion <br /> Etten moved,McGehee seconded, a 2% levy increase at $373,181 through the <br /> use of General Fund reserves, covering the remaining $100,000 needed <br /> through using from expected 2014 carryover monies, with the remaining <br /> $182,000 through use of License Center Fund reserves. <br /> At the request of Councilmember Laliberte as to why he was opposed to using all <br /> of the reserves as proposed by Mayor Roe, Councilmember Etten noted that his <br /> motion used a chunk of reserves, but preferred not to use all of it until further dis- <br /> cussions could take place, and more information available over the next six <br /> months. <br /> Councilmember Laliberte noted that the City didn't start out at a zero budget each <br /> year, but built on the previous year's base, with padding and carryover included <br /> each year. With staff stating that $200,000 was easily available now, Coun- <br /> cilmember Laliberte opined that, based on previous years' carryover, there should <br /> be no concern in applying the full $200,000 now. <br /> Laliberte Amendment <br /> Laliberte moved, Roe seconded, using the full 2014 carryover amount of <br /> $200,000; and $282,000 in License Center Fund reserves. <br /> Mayor Roe estimated that this would reduce the 2015 levy increase to approxi- <br /> mately 1.46%. <br /> Councilmember Willmus spoke in support of the amendment, opining that the <br /> original motion and the amendment represented responsible steps in the current <br /> environment and were consistent with inflation rates over the last year. <br /> Councilmember Etten spoke in opposition to the amendment for the same reasons, <br /> opining that it dumped more and more onto future Councils and did not represent <br /> a great way to budget monies. <br /> Councilmember McGehee concurred, speaking in opposition to the amendment, <br /> opining that it was a guess and not prudent. <br /> Councilmember Laliberte spoke in support of the amendment, and while respect- <br /> ing and understanding that this may place a burden on future City Council's, she <br /> noted that it would be the individuals currently at the table for the next few years, <br /> and she was willing to take on that burden, while at the same time looking at cut- <br /> ting spending wherever and however possible while continuing to replace capital <br /> needs and infrastructure. Councilmember Laliberte noted that this would be an <br /> ongoing debate. <br />
