Councilmember Laliberte spoke in support of the continued <br /> goal to centralize needs and to look holistically at the overall picture to streamline <br /> staff and financial resources. <br /> Mayor Roe spoke in support of the motion and this position based on the need for <br /> balance and limitations in the contracting approach versus an approach with more <br /> continuity. In previous discussions, Mayor Roe noted that the rationale in seeking <br /> to expand this position was based on recognizing the deficiencies with the current <br /> part-time position. Mayor Roe suggested this was a similar expansion as done <br /> when revising the former Recycling Coordinator position to an Environmental <br /> Coordinator position several years ago; and as with that position, if further outside <br /> help is needed it can be requested as appropriate. <br /> Roll Call <br /> Ayes: Laliberte, Willmus, Etten, and Roe. <br /> Nays: McGehee. <br /> Motion carried. <br /> d. Twin Lakes Parkway Phase Three Design Services Contract <br /> Two bench handouts were provided, consisting of e-mails dated December 8, <br /> 2014 from David Miliotis, 1128 County Road C-2 and Karen Milton, 2939 Mil- <br /> dred Drive, both requesting a delay in any decision regarding design of Twin <br /> Lakes Parkway. <br /> City Engineer Marc Culver reviewed this request as detailed in the RCA dated <br /> December 8, 2014; noting that the City had now acquired all rights-of-way to ac- <br /> complish this alignment and corridor, with the exception of temporary construc- <br /> tion rights-of-way that may be needed; and was in ownership of all property <br /> needed for the proposed expansion. Mr. Culver displayed a map of the proposed <br /> route for the Parkway; and sought authorization for SRF Consulting Group to be <br /> hired for design of the Parkway, Phase III, since they were also working on sever- <br /> al other elements and under contract for other projects as noted in the RCA. <br /> Councilmember Willmus questioned whether approval of this tonight would limit <br /> the City Council's ability to update the traffic study. <br /> Mr. Culver responded that it would not, and since SRF has been working on the <br /> feasibility study, and did the traffic study for the original AUAR, they could up- <br /> date this portion as well for area intersections. <br /> At the request of Councilmember Willmus, Mr. Culver advised that a timeframe <br /> to accomplish that update could be available in mid-February, after accumulating <br /> additional data and reviewing a complete model of this area. Mr. Culver clarified <br />
