Regular City Council Meeting <br /> Monday, December 8, 2014 <br /> Page 35 <br /> Ms. Kapaun stated that she was surprised to see this on tonight's agenda; and ex- <br /> pressed her interest in the City Council taking more time to think about the effects <br /> of this proposal, even though a lot of thought had probably already gone into it, <br /> but that was a long time ago. With new information available, and the possibility <br /> of adding more traffic in front of their home, Ms. Kapaun expressed concern with <br /> safety for her family, opining that any more congestion resulting in more acci- <br /> dents was beyond what she could imagine. <br /> Ms. Kapaun noted that the lake was beautiful and it was a favorite spot for her <br /> family; however, she echoed the comments of Mr. Stoner about making a buffer <br /> to protect Langton Lake, but expressed a need for residents to see those plans be- <br /> fore they happen. Ms. Kapaun opined that it was making the neighborhood "cra- <br /> zy" to see these things happening in this area without having more information <br /> and the City keeping its promises to talk about things before the neighbors found <br /> them listed on meeting agendas, which made neighbors feel overwhelmed. Ms. <br /> Kapaun asked for understanding on the City Council's part and providing the <br /> neighbors more time to allow more participation in discussions on new develop- <br /> ment in this area. <br /> Mayor Roe closed public comment at this time, and asked City Engineer Culver <br /> to respond to several questions raised during those comments. <br /> Regarding rights-of-way acquisition, Mr. Culver reviewed the area for the exist- <br /> ing alignment as proposed, west of Fairview Avenue leading to Langton Lake <br /> Park; with a federal grant award for acquisition of that additional right-of-way <br /> along this Parkway alignment from the park and Prior Avenue. <br /> At the request of Mayor Roe, Mr. Culver reviewed the process moving forward <br /> with an engineering study and future end product. Mr. Culver advised that the <br /> contract itself would still need to go through final design for the roadway, includ- <br /> ing all aspects of stormwater management, geometric alignment and included <br /> within that contract with SRF as proposed, one public meeting was included to <br /> present that final design to the public to receive their feedback. Mr. Culver noted <br /> that this would provide an opportunity for the public to present their concerns <br /> about any environmental issues, after the information and facts had been com- <br /> piled, and also include another opportunity as staff presented that final design — <br /> and those public comments — to the City Council for their consideration and <br /> comment on that final design. Mr. Culver note that the process would be for sev- <br /> eral months, and then staff would prepare for the construction project beyond that, <br /> and after approval by the City Council. <br /> Mayor Roe noted that between this contract before the City Council tonight and <br /> the actual construction, the City Council would still need to take action to order <br /> bids. <br />
